Milk is rich in nutrients, easily digested and absorbed, cheap, which is the most "near-perfect food ", known as "white blood ". It is the best natural food. And after the deployment of fermented dairy products, or also have underestimated the effect: promote calcium absorption and improve immunity, lower cholesterol, etc. Following the income of Chinese citizens rising and the consuming attitudes changing,the dairy products consuming volume shows the rise trend. Since 2000, a group of large-scale dairy groups, like Mengniu, Yili and Guangming, emerged. Dairy industry has become one of Chinese important industry. While people demand more and more milk, high quality. Dairy safety has become a focus of public attention.In recent years, China's dairy safety accidents, particularly in 2008,the former famous brand and exception product,SANLU baby milk powder is a tipping-point of milk industry crisis of China, which shock all the people and restrict the rapid development of China's dairy industry , food security and government regulations has become a pressed urge of all the society and people. Therefore, studying the reasons for the outbreak of milk safety, strengthening the control of dairy production safety, promoting the quality and safety of dairy, rebuilding the confidence of consumers in China dairy industry, is imminent.This thesis mainly elaborates the following five aspects: The first part simply introduces the research background and significance, and food safety, milk and dairy products and other related concepts are explained; finishing the domestic and international research literature, identify research point of view and make the researching ideas and content clear. The second part elaborates the safety situation of dairy. At the same time, it studies the reasons to arise these problems. The third part from microbial pollution, chemical pollution, physical pollution three factors, which influencing dairy safety of the dairy productions foreign should be paid attention to during the problem of pollution. The fourth part mainly taking Juer of Luoyang as an example for investigation, to find out their advantages and problems, and analyzes the reasons. The fifth part mainly puts forward some measures and policy suggestions to strengthen China's dairy industry safety from government and enterprise level.This article use related theories of economics, management, and food knowledge, through the comparison analysis and investigation methods, data analysis method, based on the analysis of the data and dairy products quality and safety, find out the existing main safety problems. And a dairy processing enterprise in Luoyang to dairy products quality and safety control for cases are discussed. Finally, we give some countermeasures and suggestions to strengthen the quality and safety control system of our dairy product.
