Research On The Guangdong Goverment Regulation Of The Manufacturing Industry Product’s Quality

Significant to national economy and people’s livelihood, product quality concerns thehealth and safety of the masses, comprehensively reflects the national and regional economicstrength as well as represents the level and efficiency of governmental governance. As amajor province in manufacturing and a worldwide manufacturing center, especially afterpioneering in China to propose the strategy of growing into a powerful province in productquality, Guangdong has been actively exploring the setup of a quality supervision systemunder new circumstance by taking elevator quality supervision as the pilot and has achievedremarkable outcomes. In light of the new requirements in economic and social progress, thisresearch set products of manufacturing industry as subject and closely revolved around thecritical link of government supervision. In accordance with government control theory inpublic administration, this research adopted qualitative research methods such asquestionnaire to derive a systematic anatomy of the defects in the supervision model, thusdrawing upon domestic and foreign advanced experience and putting forward measures andsuggestions for the construction of a modern quality supervision system.It is revealed that in recent years especially after the Eighteenth National Congress of theCommunist Party of China, Guangdong firstly initiated reforms on the elevator supervisionsystem, random examination in product quality supervision and administrative approvalpolicy, which has yielded significant results. However, there still existed arduous tasks andchallenges hindering further enhancement of the product quality supervision system. Thecurrent quality supervision system growing out of the planned economy period cannotaccommodate and effectively serve the rapid economic and social development both inconcept and model, riddled with problems like incomplete guarantee of consumer rights andinterestsincluding compensation, undue punishment of enterprises violating rules andregulations that spawns ineffective prohibition of counterfeit and shoddy products, and highcosts, high risks and unsustainability of administration-dominant supervision model as analternative role of government. All these problems can be traced to the current supervisionmodel that severely twists right-responsibility relationship and regulatory focuses,undermines the duty of enterprises and confines and limits the effects of supervision and jurisdiction.To tackle aforesaid problems, this research concluds the following measure andsuggestion that endeavors to ameliorate of government supervision should seize opportunitiesand carry out bold experiments, rigorously advance reform of quality supervision system andinnovate the mechanism. The general guideline is that a modern social governance systemshould be erected through joint efforts by breaking the traditional supervision model thatmainly relies on strengthening administrative measures, delineating the boundary betweengovernment and market, fostering essential factors of market economy and unleashing socialsupervision power. Its main principle runs that social supervision and comprehensivegovernance should be bolstered to form a modern supervision system centered on fulfillmentof enterprise responsibilities and based on protection of rights and interests, which ismoreover guaranteed by insurance remedy and social relief, technically supported by qualityinspection and safety risk monitoring and assessment, and endows government supervisionwith general enforcement effect.
