China Telecom as the old state-owned brands,long-term by the national macro-control and the influence of the system,rather than only pay attention to human resources management,capital,technology and other materials to solve the problems of human resources within the enterprise,only the possession and use,do not attach importance to the development and flow.In 2013,the China Telecom group company on the basis of Japan's KYOCERA group Amiba business model,combined with the characteristics of Telecom,will draw a small contracting as a new business model,and strive to solve the China Telecom asset utilization rate is low and the per capita labor productivity of two problems in the development,is to achieve the development of the telecom market,the key to reverse competitive disadvantage.In the reform,the optimization of the human resources system has become the focus.In this paper,a county-level Telecom Company(hereinafter referred to as”C company")as the research object,the China Telecom to draw a small contracting reform as the background,the reform of human resource system in C telecom company before the analysis of existing problems,and then from the "competition,salary and welfare,performance management,labor relations and other aspects the optimization strategy of human resources system in C telecom company,with a view to China's telecom industry in the management reform,and provide some experience and methods of scientific management of human resources.The article is divided into six parts:1.introduction.The main analysis of the study of the background,meaning.Domestic and foreign research status and research methods,ideas and innovation points.2.The concepts and theoretical basis are put forward.Including "designated small contracting" business model,human resource management system and optimization,"designated small contracting" human resource management system optimization theory.3.The human resource system of C telecom company is explored.4.Analysis of the development of the new environment after the "small contract" of C Telecom company.5.The optimization strategy of human resources system after the "small contract" of C telecommunication company was analyzed.Including the basic idea of human resources system optimization,human resources system optimization,human resources system optimization and supporting measures.6.Conclusion.Summary of the article.
