Business plan is a future operation implement project including each functions, corroding the analysis of external environment and operating conditions, based on its own management philosophy and corporate values, in order to on-going improve the enterprise competitiveness and earning power. As a management tool, business plan has originated and matured in Japan, the concept has been gradually introduced to the management of Chinese enterprises with the establishment and development of the Sino-Japanese joint venture.DF is a Sino-Japanese joint venture auto parts group. The Japanese side demands business plan in joint venture, but does not provide the details. During some years drawing the business plan in the total darkness, the DF has set up the rudiment of business plan; however, there are lots of promotion in logicality, systematic and operability. This article study on how to establish a set of more effective business plan which is suited to DF parts group.There are five chapters in this thesis. The first chapter introduces the parts background and significance. The second chapter is the overview of the relation theory and research, such as the business plan, market forecasts, zero-based budgeting, production and marketing synergies. The third chapter is the status analysis of DF Parts Group business plan system and summarizes of the six core issues on the DF Parts Group business plan. The fourth chapter is the focus of this article, in this chapter, the group business plan is broken up into multi-service plan, newly business plan, and multi-functions business plan according to the DF Parts Group’s business characteristics and the core issues, establish a set of thorough DF parts business plan system; at the same time, it also set up a support and review mechanisms including issue management and rolling reviewing, in order to build the closed loop management process. In the chapter five, it summary the good points in the process of building the business plan, and make further improvement and development direction.The innovation of this study is as follow:Firstly, it begins from the domestic parts industry and the characteristic of DF parts, build business plan system which is suited to local enterprises; Secondly, it establishes business plan system which is suitable for multi-business group including multi-service plan, newly business plan and multi-function business plan; The last but not the least, it divides six planning including market planning, research and development planning, manufacture planning, HR planning, IT planning, and make relationship between each planning according to the theory of the commodity plan and production and marketing synergy.
