Since1990s, till now the mobile phone industry experienced fast developing more than10years. At current, there are many Chinese local mobile phone companies and overseas mobile phone companies in the market. The competition is becoming more and more worm.At same time, the global economic environment’s changes have large impacting on mobile phone industry. Due to the financial crisis which erupted in Europe and subprime lendging crisis happened in USA since2008, the mobile phone traditional main market-America and Europe market became depression. In2010, electrical components manufacture industry, especially upstream electrical components manufacture industry was heavily defeated by the Tsunami happened in Japan. The mobile phone operating system software become more important than hardware which was placed much weight by mobile phone industry in previous time. All above changes and accidents have pushcd mobile plione inaustry undergoing great changes. On the one hand, some internet company or computer manufacture who are owner of mobile phone operating system software such as Apple company(has IOS operating system software and Google company(has Android operating system software, them all became new competitors and entered mobile phone industry. Both of these two companies quickly became main player in the market. On the other hand, many Chinese local mobile phone companies closed down, Motorola is purchased by Google after dreariness in recent years, Sony Ericsson is purchased by Sony after Sony and Ericsson ended their cooperation in mobile phone industry. The profit and income of Nokia’s mobile phone business dropped sharply in recent years. Other big changes also happened in upstream enterprise of mobile phone industry. Texas Instrument company quite their market share in smart mobile phone chipset business, ST-NXP and Ericsson, both investors of join-ventured company-STE-NXP go seperated ways after several years cooperation in mobile phone chipset business. Qualcomm company, with the advantage of many patents in3G telecommunication technology, became the new force rose in smart mobile phone chipset market and occupied most share of this market.The drastic change happened in mobile phone industry, proved that risk exists in whole industry.Every mobile phone developing and research company should seriously take action on risk management during products developing procedure. They need to investigate and have a clear understanding of existing risk and potential risk in their projects, to make right judgment and decision, to decrease or even remove the impact brought by mobile phone market change and turbulence, to increase company’s competitive power and make sure that their enterprise can survive and even to develop and grow in so hard business and economic environment.The project mamagement theory and risk management theory are used in this paper. The potential risks in X company’s new functional mobile phone accessory developing procedure are effectively identified.5types are used to sum up the risk after identification:external risk, project management risk, people risk, production and after sales risk and technology risk. A quantitative analysis is given by this paper on each risk using "Fuzzy Comprehensice Evaluation Method ", combined with AHP analysis method.The suggestion and method on how to monitor and respond to the5types of risk are provided by this paper at the last part.
