Labor dispatch, an important structural part in the corporate strategicmanagement of human resources, has enjoyed a wide popularity among the companiesacross the world since its birth at the beginning of20th century. Till today, labordispatch has evolved from a specific method used by foreign companies in1980s to beone of the primary approaches for central government-owned or government-ownedcompanies to slash costs and improve profits. As labor dispatch rate increases, thedispatching group expands, company fosters laboring flexibility and promotes theefficiency of production and operation, there are occasionally sort of loopholes anddiscrepancies in company’s management,for instance, unequality of payments for thesame work, discriminating treatments, weak sense of belonging, slack cohesionbetween workers,which becomes more eminent. So it has been an important topic ofcompany laboring to find out a more effective labor dispatch regime in new era.From the perspective of companies exploring the management of labor dispatch,the paper took CSR as the sample case to study labor dispatch service. First of all, itmade a review of labor dispatching theories, home and abroad. Afterwards, itdiscussed about the dispatching features in CSR combining with its current state ofhuman resource and industry developing environment. Subsequently, it dealt with theweaving interests between CSR, labor dispatching company, polytechnic school anddispatched staff applying a quaternary model and then drew up four characters of themanning in labor dispatch in CSR. Also, there are staff management issues in CSR inthe service.The dispatched staff lack a sense of belonging, enjoy a weak cohesionbetween workers, stay within an unstable group and confront clashes of differentlaboring regulations. The paper explored the roots buried under the four issues andbrought about a plan for the manning in labor dispatch in CSR on the basis of thecorporate culture and industrial growth so as to cut down laboring cost, avert the riskof the manning in labor dispatch and increase the flexibility of laboring. In the end, itsuggested the crucial juncture amid the implementation of the plan be to set up acomplete labor management system and avert serial risks. In order to foster labordispatch service to develop in a healthy direction, the paper advanced some measuresto secure the fine working of labor dispatch system with respect to an entailing laborhour ration on which the staff payments are based, the management of special posts and the performance examination.The conclusions in this paper offered a lesson for CSR to improve its manningmechanism, regulate the manning management in labor dispatch and upgrade itsmanagement of human resources. Meanwhile, it tried to explore a new model for thehealthy growth of labor dispatch in China.
