The Research On The New Rural Construction And Development In Lanshan County

Since the implementation of the Reform and Opening-up policy, China has made remarkable progress in increasing GDP, developing economics and raising the standard of living of its population. However, severe problems behind the economic prosperity, for instance, the expanding income gap between the rural and urban area, the slow development in agriculture, along with the situation that farmers are still living in poverty, result in increasingly prominent social issues in aspects of rural health, education, culture, old-age insurance. As vitally related with the interests of farmers, those issues not only affect social stability, but also become a major obstacle in realizing modernization, if not being resolved. Therefore, the major historic task of building a new socialist countryside, coupled with the strategy of promoting agricultural modernization was proposed on China’s milestone meetings. The main purpose of’Building a new socialist countryside’ is to narrow and further eliminate the gaps between urban and rural residents in terms of the daily life, income, production techniques, and to prevent the decline of rural areas cause by the market economy. Therefore, the strategy of building a new socialist countryside is a necessary prerequisite of building a moderately prosperous and harmonious society. Despite of current mature environment for carrying out the rural policy, China still faces many practical problems due to vast territory, uneven distribution of countryside cities. This study explored and discussed factors and feasible steps on how to solve these problems and to build new socialist countryside.This article is a microscopic empirical research on construction of new rural town in Lanshan village. The description in the text and content of the study does not have universal significance, but it is a true reflection of the progress in new rural construction in Lanshan, based on its actual situation, in developing new industrial and agricultural and promoting land system innovation. Based on in-depth analysis on the practices of Lanshan’s rural policy through utilizing its own land resources, improving irrigation and increasing food production output, this article demonstrates profound insight on how to implement rural construction and renovation. As an inevitable result of implementation of the Deng Xiaoping Theory and the "Three Represents", a specific practice of implementing people-oriented scientific development concept, and a positive exploration to create a harmonious socialist society, The new rural construction policy in Lanshan reflects the ingeniously spirit of hard working and diligence of the local people.The essential of Lanshan’s rural policy on building a new socialist countryside is to continuously carry through the people-oriented scientific development concept, by implementing modernization and industrialization in agriculture to promote rural urbanization. This fully brings initiative and creativity to play, actively stimulates the economy while significantly strengthens both political and spiritual civilization, and continues to increase the social legalization level. In conclusion, the new socialist countryside construction policy should be put into practice under goal of’production development, affluent life, civilization, clean and tidy village, and democratic management’, supported by the simultaneous development of material civilization, political civilization and spiritual civilization, social civilization and ecological civilization.This paper aims to discuss how to build a new socialist countryside in Lanshan in five parts namely as:1. Introduction to the evolvement of the rural policy in building a new socialist countryside;2. Demonstration of historical context to explain the theory and the new rural development objectives and tasks;3. Introduction of regional economic development in Lanshan;4. Strategic steps in commencing the new rural construction policy in Lanshan;5. Discuss the Experience and Enlightenment of construction of new countryside of Lanshan County.Furthermore, through analyzing the practice in Lanshan, this paper targets to explore feasible suggestions for similar areas as Lanshan that is currently exploring appropriate ways of implementing the policy of building a new socialist countryside.
