The establishment of public welfare as the core of the public hospital performance management system, hospital incentive mechanism is the country carries out the new medical reform program requirements. Public hospital performance evaluation purpose is:to correctly guide public hospital medical behavior; truly reflect the hospital managers work performance; constructing explicit effective reward incentive mechanism; to promote the hospital to strengthen management, improve quality, control costs; to promote the hospital for patients with a more satisfactory medical service. The significance is to carry out government run medical purpose, firmly establish the non-profit hospital direction important means; promote the hospital management level, change runs a mechanism, focus on the connotation of quality and effective means; innovation public hospital incentive and constraint mechanism exploration. Therefore, the public hospital performance management system research and exploration became a public hospital managers, players and medical industry management department, hospital management expert on important research topic.This article utilizes the human resources performance management theory, the basis of previous research, consulting the related literature at home and abroad, combining the case study hospital actual development condition, careful search of Shanghai Jiaotong University Medical College Affiliated Hospital nine in the original implementation of the performance appraisal of the inadequacy that exists in the job and key, a comprehensive analysis of the cause of problems, in order to reach the hospital reform and innovation for development purposes, to improve the original performance appraisal model be imperative. Hope that through this exploratory study, do some public hospital performance evaluation and some beneficial attempt, to Jiaotong University Medical hospital system or domestic relevant categories of hospitals in the implementation of performance management has some reference function. Really achieve promotion, carry out the national health plan’s best practice spirit.
