Reflection On Government Procurement Reform

After the Reform and Opening up, the traditional government procurement methods became unsuitable for the socialist market economic system, and then China’s government procurement system reform started. During this period which is less than two decades, China’s government procurement system has broken through the traditional models in terms of both of the length and depths, and also we have accumulated some successful experience. However, we should notice that government procurement is a systematic project, and in China, due to a late start and lack of government procurement practices and legislative experience, we also need to make the system better through continuous practice. According to the problems exposed by China’s government procurement system and financial reform trends, this paper attempts to work out some directions and specific policies to make the system better. This paper is divided into five chapters, the main research ideas and contents are as following:The first chapter is the introduction. This part contains the description of the significance of the topic, the connotation of government procurement, results of previous studies, the theoretical and practical significance of this study, research priorities and innovations and deficiencies.The second chapter is a theoretical analysis of government procurement. In this paper, I make use of public finance theory, game theory and scientific and meticulous management theory to analyze the government procurement.The third chapter first introduces government procurement of some foreign countries and then extracts the common characteristics of their procurement system, which are the references of China’s future government procurement reform. The four countries are the United States, Germany, Japan and South Korea.The fourth chapter introduces China’s government procurement reform process, the path of reform, achievements and existing challenges. Government Procurement current problems are as followings:some laws and regulations are absent, management system is not complete, supervision mechanism is not perfect, the policy function potential is not fully uncovered and level of internationalization is low, etc.The last chapter introduces countermeasures to make the government procurement system better. This paper argues that the direction of the reform of government procurement is that government procurement has to be not only the scientific management tool of public finances, but can also be an effective means of market regulation. Meanwhile, in the reform process, we should adhere to the principles such as "combination of centralization and decentralization","to analyze specific issues""clear duty" and "balance of powers". Recently, we should make some improvements in the areas such as the scale of procurement, laws and regulations, management system, oversight mechanisms, functions of the policy, personnel, information construction and procurement internationalization.
