Agricultural land consolidation project evaluation is rather important, as it is the effective measures to ensure national food security and sustain a harmonious society. Farmers, as agricultural land users, are the most direct stakeholders of the agricultural land consolidation project. So the rationality of agricultural land consolidation project evaluation method will directly impact on the farmers’satisfaction of agricultural land consolidation project, further affecting the overall quality of the agricultural land consolidation project. However, agricultural land consolidation project evaluation mode which is organized and implemented by government and experts mainly evaluates from the government performance, technical and legal level, which can not fully represent the interests of farmers and guarantee the effective participation of farmers. In view of these points, based on a process perspective, argument about the necessity of farmers’ participation in agricultural land consolidation project evaluation is given, by analyzing the current evaluation system and discussing the effectiveness of the farmers involved in the evaluation. Then, the willingness differences and influence factor of farmers’ participation in the evaluation are analyzed, and finally farmers" participation mechanism in gricultural land consolidation project is proposed, in order to improve the agricultural land consolidation project performance evaluation theory and method, and improve the quality and farmer satisfaction of agricultural land consolidation project.The main conclusions of this paper are as follows:(1)It is necessary for farmers to participate in agricultural land consolidation project evaluation. Existing agricultural land consolidation project evaluation mode is led by governmental organizations and technique experts, which neglect the role and status of farmers and rely only on governments and experts, resulting in the mistrusting of farmers to the evaluation mode. So the average evaluation score is only2.07points.On the contrary, other evaluation modes, such as led by farmers and experts, expert-led, farmer-participated, and "farmers-led, experts-participated, get a higher average score of4points.(2)Willingness of farmers to participate in agricultural land consolidation project evaluation is different. The strong desire can be found through the willingness of65.16%farmers in353respondents. The willingness is different which may caused by individual characteristics, family characteristics and cognitive level. In addition, the willingness of farmer evaluation to participate in different project phase is also not the same:the strongest willingness appear in the construction and acceptance stages, and willingness turns weakened successively from planning and design stages, decision-making stages to management and maintain stages. (3)The willingness of farmers to participate in agricultural land consolidation project evaluation is mainly affected by attitude toward the attitude behavior(AB). subject norm(SN) and perceived behavior control(PBC). Among them, PBC’influence degree is the highest, followed by AB and SN with minimal impact. That is,the higher positive benefit of participation in the evaluation, the smaller difficulty involved, and the more surrounding support, the more intense the willingness of farmers to participate in the evaluation. There has a significant negative correlation between PBC and SN, AB. Among the AB variables, farmers perceive higher positive benefit form great importance farmers’ views and improving the quality of projects. Among the SN variables, external social norms show a greater impact which includes the village cadres, township government and land administration. Among the PBC variables, the costs and economic benefits are important factors to consider for farmers.(4)Evaluation organizations, evaluation procedures and evaluation method are important content of farmers evaluation mechanism for agricultural land consolidation project. The goal is to allow farmers to actually participate in the evaluation of the various stages, bringing the initiative in agricultural land consolidation project to the farmers, encouraging farmers to participate more actively and improving the extent and effectiveness of farmers’ involvement. The suggests are as follows:first, to set up the farmer evaluation organizations which including administrative villages and project area. The key step is openly and legally selecting farmers evaluators who can truly represent the interests of farmers and clearly the rights and obligations involved in the evaluation simultaneously. Second, to build farmers’ participation and evaluation procedures in which farmers have rights to speak and veto. This evaluation processes of the evaluation procedures are followed by the evaluation of the administrative villages, the project area and then the current evaluation procedures. Third, from the farmers’ point of view, to build agricultural land consolidation project evaluation index system of all stages. On a certain extent, the process leads to the result. So farmers as the ultimate beneficiaries not only concern about the final results of the agricultural land consolidation project, but also concern about the whole process. Therefore, farmers evaluation index system for agricultural land consolidation project should consider the process and results of all stages.
