Human redundancy existing within high-tech enterprises forms their realistic cost, which affects them to enhance their technological innovation capability. However, appropriate human redundancy is also the strong backing for high-tech enterprises to cope with the dramatic changes in the internal and external environment, buffer resource shortages and cultivate the potentially technological innovation capability. Moreover, the rational use of human redundancy can also help to strengthen the competitive advantages and business performance of high-tech enterprises.The theorists focus primarily on the angles of eliminating, holding, restricting, utilize, transforming, optimal stock, contingency and matching to study the relationship between human redundancy and technological innovation capability of high-tech enterprises at present. But they don’t highlight the particular influence from industry characteristics of high-tech enterprises, which imposes on the relationship between these two aspects. They also don’t develop relatively in-depth research on the development and utilization of human redundancy explicitly. On the basis of matching redundancy concept, this paper concerns about the organizational risk situation of high-tech enterprises, respectively analyzes all kinds of human redundancy within high-tech enterprises and distinguishes different types of technological innovation capability obtained from the technological innovation activities that high-tech enterprises carry out. Then this paper constructs the relationship model between human redundancy and technological innovation capability of high-tech enterprises in the organizational risk perspective.By means of empirical research, this paper finds that there completely exists an inverted U-shaped relationship between human redundancy and exploitative innovation capability, exploratory innovation capability of high-tech enterprises. But, it is more inclined to show a positive correlation relationship between the excess type of human redundancy and exploitative innovation capability, exploratory innovation capability. Organizational risk can affect the relationship between human redundancy and exploitative innovation capability, exploratory innovation capability. Especially organizational risk can significantly negatively regulates the relationship between the capacity excess type of human redundancy and exploitative innovation capability, capacity building human redundancy and exploratory innovation capability of high-tech enterprises.At last, this paper points out targeted suggestions in rational development and utilization of human redundancy to implement technological innovation activities for high-tech enterprises. So it can contribute to improve the status and promote the ability of technological innovation reasonably and effectively for high-tech enterprises.
