21st century opens the door to knowledge economy era. New technologies drivethe pace of social development, therefore technological innovation management issuesare on the agenda. High-tech industry is the pillar industry of China, and has a strongleading role to economic growth. Technological innovation is an important symbol ofhigh-tech enterprises. However, the increasing investment to technological innovationdid not bring appropriate improve of technological innovation efficiency. This problemhas become bottleneck in technological innovation in China’s high-tech enterprises.Academia and management community have recognized that the problem oftechnological innovation should not only be attributed to the technology itself. It getsaffected by other aspects, such as organization and management. Therefore, finding outhow organizational innovation impacts technological innovation is necessary. Inaddition, the acquisition of knowledge is also an important condition for innovation.Organizational learning plays an important role, and has an important impact on therelationship between technological innovation and organizational innovation. Therefore,researching how organizational learning impacts innovation activities’ relation is veryimportant for improving innovation efficiency.This study based on innovation theory and organizational learning theory. Aftersummarizing relevant literatures about relationship between organizational innovationand technological innovation and organizational learning’s impact to the relationship ofdomestic and foreign scholars, this study built a theoretical model of moderate effect oforganizational learning on the relationship of organizational innovation andtechnological innovation. On the basis of theoretical research, this study carried out anempirical research, took the high-tech enterprises for research object, used questionnaireto obtain data, and used regression analysis and hierarchical regression analysis for dataanalysis. Data analysis obtained the following results. All four dimensions oforganizational innovation had a positive effect on technological innovation. The orderof potency strength is strategic innovation, structural innovation, process innovation,system innovation. Organizational learning had a positive moderate effect on the impact of strategic innovation on technological innovation, the impact of structure innovationon technological innovation, the impact of process innovation on technologicalinnovation, the impact of system innovation on technological innovation.Based on the above findings, the high-tech enterprises can accelerate the pace oftechnological innovation and improve the efficiency of technological innovation,through improving of all aspects of organizational innovation to make them match thepresent situation and prospects of technological innovation, while creatingorganizational learning atmosphere, cultivating innovative corporate culture, selectingproper evaluation and incentives means.
