Research On The Performance Evaluation Of Independent Innovation Policy And Its Optimal Path

The capability of independent innovation is the most important part of a country’s core competitiveness, and also a soul arrangements in the development of national science and technology, but due to the defects of the market mechanism itself and the uncertainty and spillover effects of technical innovation, it is necessary to support enterprise technology innovation by the government’s policy. So, the efforts to improve the capability of independent innovation soft environment is an important means to enhance their competitiveness, and explored the evolutionary pattern of independent innovation policy with its own characteristics.In this article, we clearly defined the concept and connotation of independent innovation policy based on the theoretical study of public policy evaluation and independent innovation system, and then make a statistical analysis on the independent innovation policy of Zhejiang Province since the reform and opening up, summarized tis supply characteristics and evolution path. In order to further research the independent innovation policy implementation performance of Zhejiang, the study designs a self-innovation policy performance evaluation system with high reliability and validity based on scientific research methods, the system is comprehensive and objective, contains six assessment dimensions that is technology investment policy^the preferential tax policy、government procurement policies、the risk of investment policies、the development of human resources policies and patent protection policy. Based on the data collected from11prefecture-level cities of Zhejiang Province in2007and2010, we use principal component analysis and analysis of variance to research these samples by using SPSS20.0statistical analysis software package.The results show that, the independent innovation policy performance in Zhejiang is well and rising. The performance between different cities is different and expanding, the ranking of some cities changes much and even declines. In different categories of independent innovation policy implementation performance, the same type of independent innovation policy has significant performance differences in different regions, there is no significant performance differences between the different types of independent innovation policy, this also shows that as a system of independent innovation policy, every type of innovation policy has very significant effects on independent innovation policy performance, and is an integral part of this whole indigenous innovation policies.Based on above theoretical analysis and empirical analysis, starting from the indigenous innovation policy dimensions of the six categories, we built the independent innovation policy coordination mechanism of Zhejiang.From independent innovation policy formulation, implementation and assessment, we put forward the optimal path of independent innovation policies in Zhejiang, that is, policy makers should make policies comprehensive and properly tilting at the provincial level, should follow up with supporting measures to improve the independent innovation policy; should strengthen regional cooperation in science and technology in the implementation of the policy to achieve the circulation of province innovative elements, should achieve the optimal combination of independent innovation policy tools; should build a regular assess and a long-term tracking mechanisms, should improve the evaluation feedback response mechanism of Zhejiang Province innovation policy.
