Study On Chinese Enterprise Independent Innovation Policy Mechanism

In 21st century, human being will realize sustainable development by relying on technological innovation. Only by persisting in the technical innovation and Taking the road of sustainable development, a community can adapt to the demand of the global knowledge-based economy. The competition of comprehensive national strength has evolved into the competition of national innovation system, and enterprise independent innovation capability is the core of national strength competition. Science and technology development changes rapidly in modern society, the corresponding innovation policy should also changes timely The improvement of independent innovation policy mechanisms, can provide a good policy environment for enterprise independent innovation activity. More importantly, through effectively communicate and timely feedback of the police mechanism to develop independent innovation policy, which can meet the need of enterprise independent innovation and can play utility as expected. Therefore, independent innovation mechanism services not only for enterprises' innovative strategy, but also for the government's decision-making.Based on the independent innovation theory and new public management theory, this paper analysis the status and point out the problem of Chinese enterprises' independent innovation. By analyzing the characteristic of enterprise independent innovation policy mechanisms, the paper establishes a system structure for independent innovation policy mechanism, focus on the enterprise independent innovation policy mechanism's architecture, enterprise independent innovation mechanism's system, enterprise independent innovation policy mechanism's operating mechanism which including incentive mechanism, coordination and cooperation mechanism, restraint mechanism and supervision feedback mechanism. Then establish the evaluation criteria and evaluation model of the enterprise independent innovation policy mechanisms operate results, and use them to do the empirical analysis of independent innovation policy mechanism of Tangshan City. Finally, from the view of upgrading enterprise independent innovation capacity and the promotion of sustainable economic development strategy , give suggestions to the guarantee for the effective function of the independent innovation mechanism.
