The pension gaps have been hot issues that have aroused the academic circles and social concern in recent years. Former researches have focused on the pensions gaps among the groups resulting from the application of different systems to different groups. The study focuses on the problem of the pension gaps among the different ranks in the same system. In view of the approaching footsteps of the government departments and institutions of social old-age security system reform. the State Council issued "The Pilot Program on Institution staff pension insurance system reform "in2008.The paper puts the emphasis on the comparison of staff pensions gaps among different ranks between the old pension system and the new pension, which attempts to improve the reform pilot of the institutions social pension insurance system and provides reference for the decision-making.The paper focuses on the influence of pensions on ranks(including position, title, etc.) in the institutions social pension insurance system. Selecting provincial institutions serving officers in Z province as a sample, the author simulates the staff pensions among different ranks in the next30years using the existing system and the new system.She also analyses the pensions changes among different ranks before and after the institution social security reform with the following conclusion:in the current system (i.e. the existing retirement protection system).the rank has a direct impact on pensions and play a decisive role; in the new system (imminent implementation of the system in accordance with the spirit of the document of the State Council in2008,which is consistent with the current basic pension insurance system), ranks through the salary have indirect impact on the pension, but the impact has declined markedly. Taking full account of the trend of the economic and social development and related policies, establish the institution social security pension disparity of rank analysis model using quantitative analysis methods. The simulation results show that the pensions gaps on ranks in the existing system are more than ones on ranks in the new system. Therefore, institutions of social security reform will be to narrow the pension ranks gap. At the same time, the author also discusses the occupational pension disparity on ranks and pension disparity on ranks,which is applied to design the institutions social security reform program.
