China has a population of more than1.3billion. Food safety is very important to our country. It has always been the basis of China’s social stability and economic development. To address the issue of national food security and to increase peasants’ income level, China implemented food direct subsidy, seeds subsidy, farm-machinery purchase subsidy and comprehensive direct subsidy. Government increases the subsidis year by year. Meanwhile the grain yield of China is increasing from2004to2012. Therefore, to what extent that the existing subsidy policy affects grain production and farmers’grain production behavior? What is the farmers’evaluation of grain subsidy policy? These issues need to be considered and studied. They have a very important academic research value. The main contents of this paper are as the follow:The first part is the literature review. This part reviews and summarizes both domestic and foreign relevant research about grain subsidy policy. Then it points out the shortcomings of present research and puts forward the task.In the second part of this paper, there is theoretical analysis. The paper firstly presents the theoretical analysis of agricultural subsidy. Then this paper analyzes direct payment and price support through economics analysis.In the third part, this paper retrospects historical changes of China’s grain subsidy policy. It introduces every period of China’s grain subsidy policy.Then this paper introduces the background of the existing grain subsidy policy, and analyzes the objectives, system and problems of the existing grain subsidy policy. In the end of the third part, this paper introduces the USA’s grain subsidy policy, Japan’s grain subsidy policy and European Union’s grain subsidy policy, and analyzes their objectives, systerms, and subsidy ways. At last, this paper introduced the reforming direction of China’s grain subsidy policy after the accession to the WTO.In the fourth part, this paper discusses the theoretical model of farmers’behavior in production decision-making used by other domestic researchers. And it point out the shortcomings of the existing theoretical model of farmers’behavior in production decision-making. Then this paper reconstructs the theoretical model of farmers’ behavior in production decision-making. At last, this paper analyzes how the farmers choose production behavior in grain planting, cash crop planting and off-farm work by using new theoretical model of farmers’behavior in production decision-making,In the fifth part, this paper firstly summarizes the preliminary conclusion from the investigation to the villages of Zhejiang province, Anhui province and Jiangxi province and the analysis though theoretical model of farmers’behavior in production decision-making. Then this paper examines the preliminary conclusions above tuough econometric models.This paper analyzes the impact of grain subsidy policy on rice farmers’ productive enthusiasm though studying199rice farmer samples from Zhejiang province, Anhui province and Jiangxi province, and concludes that grain subsidy has a positive effect on rice farmers’productive enthusiasm, bigger rice households have more productive enthusiasm, and rice farmers’off-farm work has a positive effect on their productive enthusiasm.Then this paper analyzes the impact of different subsidy ways on rice farmers’ evaluation of China grain subsidy police though studying the199rice farmer samples. By using Ordinal Logistic Model, the paper concludes that the rice farmers who receive grain subsidy based on the actual planting area has a greater degree of satisfaction than the rice farmers who receive grain subsidy based on the tax area. Thesubsidy standards and rice farmers’participation in off-farm work also have positive effect on farmers’evaluation of China grain subsidy policy.
