Farmers’ Satisfaction Of Grain Subsidy Policy And Its Influencing Factors In Anhui Province

Anhui province is a major agricultural province, which is an important base of grain commodity grain. It has an indispensable role in the maintenance of national food security. The problem of "agriculture, countryside and framers" is the fundamental problem of the modernization of Anhui, and food problem is the most important issue.Support for grain production in Anhui province in 2002 began to consider the grain direct subsidy to change in the Laian country and Tianchang city. Grain subsidy is changed from indirect subsidy to direct subsidy. This let farmers actually get subsidies and improve the enthusiasm of the farmers. Anhui province,a comprehensive pilot reform of grain subsidy policy in 2003. After nearly a few years of continuous improvement, the province’s grain subsidy system is becoming more and more perfect. Grain subsidy has become an important means to promote the grain production, increase farmers’income and guarantee the national food security. The scholars study the present situation of grain subsidy policy implementation status and the related influencing factors of farmers’satisfaction evaluation of grain subsidy policy. Then we can understand the effectiveness of the implementation of the grain subsidy policy and the deficiency, and put forward the policy recommendations to improve the grain subsidy policy. It has a certain practical effect on food security, improve the positivity of farmers in our province. The main research contents of this paper are as follows:First, through collecting and summarizing the research results of the existing grain subsidy policy, the results and deficiencies of the research are summarized, and the research purpose of this paper is further clarified.Second, this paper introduces the relevant theory of grain subsidy policy. First of all, the concept of grain subsidy policy is defined. Followed by introduction of the theory of economic welfare theory, public finance theory and "basic position-weak industry" support of grain subsidy policy. At last, it introduces the realistic basis of the implementation of grain subsidy in China, that is,the needs of the international environment, the development of urban and rural development, and the need to protect the country’s food security.Third, this paper introduces the evolution of grain subsidy policy in Anhui Province, and analyzes the implementation objectives, policy objectives, and the contents of the subsidy policy. Then this paper describes in detail the Anhui area in 2014 food subsidy policy field research situation, and the survey sample data to carry out the relevant descriptive note.Fourth, by using the data of Anhui province and the multi classification Logistic model, the empirical analysis of the relationship between farmers’satisfaction and its related factors. Draw the conclusion of the study, so as to put forward suggestions to improve China’s grain subsidy policy.The research results show that:the cultural level, non-agricultural income, planting area, subsidy standard, improved seed subsidy range and agricultural subsidies were positively correlated with food subsidy policy satisfaction, but age and population is negative correlated. According to the empirical results, combined with the actual situation the author put forward five policy recommendations. First, further increase policy subsidies, improve the standard of subsidy per unit. Second, to stabilize and improve the grain subsidy policy. Third, take effective measures to improve the income level of farmers. Fourth, improve the rural land circulation mechanism, promote the scale of grain planting management. Fifth, subsidies in accordance with the actual planting area of farmers.
