Because of the scarcity and unbalanced structure, urban development in China hasbeen facing urban land resource limitation for a long time. Nowadays the increasingly fasturbanization and industrialization p have posed great demand on land resources. Irrationalland development and extensive operation lead to great wasting of urban land resources.Therefore, changing this situation and improving land utilization performance is a key stepfor the sustainable land development. Hubei province, as an strategic area in China, wouldbe typical when it comes to land utilization performance, a study of which would beinstructive for evaluations in other provinces.Urban land use performance evaluation and obstacle factors analysis are of greatimportance in further improving and developing urban utilization. They are also thepremise of sustainable urban land utilization. This paper focuses on12cities. Combinedwith reality in Hubei and results of previous research,4construct and14items are chosenout to evaluate the performance of these cities. Based on improved TOPSIS, this paperevaluates land utilization performance of these12cities from2001to2011. Then a furtherobstacle factor analysis is applied to these cities to find out factors that blocks the citydevelopment most.It is found: Firstly, most cities of Hubei has a low level of land possessed per capita,often lower than that of most non-agriculture area in China. It suggests the capability forresidence is calling for enhancing. Secondly, the established area has been increasing fast–90%from2001to2011. The urbanization process is significantly accelerated. Thirdly,aggregate product per square stays in the national average level. Huge difference existsamong land using benefits of all these12cities in2011. Fourthly, the land useperformance of Hubei province is on a continuous steep rising trend. It was going througha "low level–high level" development process. The development is consist with "tenthfive plan","eleventh five plan", and "twelve five plan" of Hubei province. Finally, landutilization benefit has been the greatest blocking factor for Hubei province from2001to2010. Land investment level is also a factor loading with high obstacle level. These factssuggest an improvement in both urban land investment level and investment structure is needed. When it comes to the item level, aggregate industry product per square is thebiggest blocking factor. Then fixed asset investment per square is second biggest.However in2011, the situation has changed. Employed individual per square becomes thefactor loading with high obstacle level. And the green rate of established area as obstaclebecomes to loom.Based on the result of urban land use performance evaluation and obstacle analysis,and combined reality in Hubei province, suggestions are given for the further developmentof Hubei land utilization: leveraging land structure, taking advantage of land resources,improving land utilization benefits; arranging land usage, strictly banning extensiveoperation; insist sustainable development of city ecosystem, further enhancing landutilization performance, optimizing city ecosystem.
