Urban land is the important material carrier of urban production and life. Under the advancement of industrialization and urbanization, urban land expanses rapidly. The contradiction between supply of urban land resources and development of social economic significantly increase. In order to alleviate the phenomenon of extensive use on existing constructive land, to promote reasonable utilization of land use and sustainable development. it becomes important to carry out the performance evaluation of Daqing City urban land use.On the basis of the existing related research at domestic and abroad, this paper covers the summary of relevant definition and connotation as well as the analysis of related theory of urban land use performance. This also will be the theoretical basis of evaluation and research. In this paper, Daqing City is selected as research city; the statistic data of urban land use and social economic form 2001 to 2010 is selected as research data. The construction of urban land use performance index system is based on four factors, which are land investment level, land use degree, land use benefit and land use ecological sustainability. Using the improved TOPSIS model to evaluate the performance of the urban land use condition of Daqing City in 2001-2010 and applying obstacle degree model to analysis the obstacle degree and obstacle factors of the performance of urban land use.The results show as following:(1) From 2001 to 2010, Daqing City urban land use performance has gradually rise, the comprehensive index of performance is increased from 0.2424 in 2001 to 0.7538 in 2010.The development of urban land use performance goes through the process of lower performance, intermediate performance and advanced performance. This illustrates that Daqing City urban land use is developing towards to the direction of the reasonable, intensive and economical. In the period of 2001-2010, every single performance index has different trends. Furthermore, the performance index of the land investment level and land use benefit are kept in a linear growth. However, there is a huge fluctuation in land use degree performance index, and it shows a downward trend. Meanwhile, land use ecological sustainability performance index fluctuated growth.(2) The disorder degree of diagnosis analysis shows that different period four criterion layer obstacle degree effect on land use performance each are not identical. There is a growing trend on land use degree and land use ecological sustainability, the annual average of percentages are 4.13% and 0.72% respectively. the degree of disorder of land use benefit and land investment level integrally showed a trend of decrease, the annual average of percentages are 3.47% and 1.39% respectively. From 2001 to 2007, the land use benefit and the level of investment show larger barriers than others, and the main influencing factors are due to the total amount of social consumer goods, fixed assets investment, land are GDP, average annual salary of on-the-job workers and the per capita public green area. From 2008 to 2009, the land use degree and land use benefit show larger barriers than others, and the main influencing factors are due to the urban land use elastic coefficient, fixed asset investment, total amount of social consumer goods, land are GDP and the per capita construction land area. In 2010, the land use degree and land use ecological sustainability show larger barriers than others, the obstacle degree of land use benefit is minimum, the main factors include the urban land elasticity coefficient, per capita public green area, per capita construction land area, solid waste disposal rates and the average of electric supply.(3) According to the result of evaluating performance of urban land use and analyzing obstacle factors, some suggestions and relevant countermeasures are proposed, which is based on the real situation of urban land in Daqing City. These suggestions and relevant relevant countermeasures are aim to improve the performance of the urban land use and ensure a reasonable use of urban land resources. In the future urban development, from the perspective of macro-control on land use, improving urban land management mechanism. Based on the level of land investment, promoting reasonable, effective and reductive investment. From the perspective of the extent of land use, improving the level of intensive use of urban land. Based on the efficiency of land use, speeding up industrial restructuring. Based on the ecological sustainability, optimizing urban ecological environment.
