Study On Performance Evaluation And Obstacle Mechanism Of Construction Land In Lanzhou City

Carrying out multi-dimensional construction land performance evaluation is a prerequisite for comprehensively understanding potential problems in land use process.At present,urban construction land performance evaluation system is mostly concentrated on the hard aspects of economic benefit,social benefit and ecological benefit,while management fairness and technology culture are less concerned with soft aspects.At the same time,the diagnosis of obstacle factors is mostly sequential analysis,but the research achievement of obstacle mechanism lacks.Therefore,based on the perspective of the“five in one”development concept,this paper evaluates the dynamic performance level of construction land in Lanzhou City from multiple dimensions,and diagnoses the obstacle factors and analyzes the obstacle mechanism,which can provide a basis for the scientific management of construction land in Lanzhou.The results showed:?1?The overall performance level of Lanzhou City in 2006-2017 showed an upward trend,especially in the late 2009 period,its performance level experienced the evolution process of“low-level performance-medium-level performance-good performance”.?2?From the performance of each criterion level,economic performance,social performance,ecological performance,management performance and scientific and cultural performance have shown different degrees of upward trend.Among of them,in addition to social performance,the performance level trends and the overall performance level trends were similar,especially the performance of science and culture and management performance,which performance level was above the intermediate level except 2006,2008 and 2009.?3?From the perspective of the barrier factors about criterion layer,the performance of science and culture before 2011 were the primary obstacle to the performance of construction land in Lanzhou;After 2011,the social performance barrier gradually rised to the first place,in which the management performance ranked fifth in the overall except 2015,and the performance barrier was not obvious.Therefore,the social performance of construction land should be the focus of improvement in the long run.?4?From the perspective of barrier factors about the indicator layer,the level of innovation capacity of construction land in the unit city before 2011(C₂₄)was the biggest obstacle to the performance of construction land in Lanzhou.After 2011,the proportion of residential land?C₈?has become the land for construction in Lanzhou,and both are ranked first.Therefore,scientific adjustment of the proportion of residential land was the key to improve performance,but the cultivation of innovative ability in the performance of science and culture can not be ignored.?5?From the perspective of the obstacle mechanism,the indicators of the second and third industry values??of urban construction,the proportion of residential land,the comprehensive utilization rate of industrial solid waste,the fairness of income distribution,the inheritance level of humanities and historical sites,the level of innovation ability and other indicators are strongly correlated with the performance of each layer.in which the ratio of residential use and innovation ability training level were consistent with the diagnosis results of the previous major obstacle factors,and the ranking was the top,which became the main influencing factor.
