| The national new-type urbanization plan(2014-2020)points out that the inefficient utilization of urban construction land and the unreasonable land structure and proportion imbalance are prominent problems that must be paid great attention to and resolved.Therefore,the performance evaluation of urban construction land is of great significance to the future development of the city.In Liupanshui city as a case area in Guizhou,this study based on the present situation and the change of land used for urban construction characteristics,from the economic construction,the guarantee of the justice,social services,cultural development and ecological civilization in five aspects to build performance assessment system of land used for urban construction,combined with the literature search and logical analysis to select evaluation indexes,entropy weight method is adopted to improve the weight assignment,the introduction of improved TOPSIS evaluation method and comprehensive evaluation of the performance situation of construction land use coordination degree model and the obstacle model partitioning low-level coordination type,mining performance and the main obstacle factors of performance improvement,system put forward countermeasures and suggestions.The main conclusions are as follows:(1)With the acceleration of urbanization,the land area of green land and square,public management and public service has been reduced due to the urban sprawl;The increase in the area of land used for social services such as housing,transportation and medical care has improved the per capita living environment and the per capita road area.(2)Vertical comparison shows that the performance level of urban construction land in Liupanshui city was poor from 2007 to 2012,intermediate from 2013 to 2014,and good from 2015 to 2016.According to the horizontal comparison,economic performance and social performance are on the rise year by year,reaching the high quality level.However,the fluctuation of ecological performance,equity performance and cultural performance increased,among which the growth level of cultural performance was the lowest,only reaching the intermediate level.(3)The index of the performance coordination degree of urban construction land in Liupanshui city fluctuated from 2007 to 2016,with a small range and a certain difference in the trend,but the coordination degree of each performance system was in the intermediate coordination stage.(4)The criterion barriers that affect the performance of urban construction land are listed in the following order: cultural performance,equity performance,economic performance,ecological performance and social performance.Among them,cultural performance,economic performance,ecological performance and social performance all show a downward trend year by year,while equity performance shows a slight upward trend in recent years.(5)The obstacle factors affecting the performance improvement of urban construction land can be divided into three periods according to the time node.The first stage is from 2007 to 2010.The main obstacle factors are from economic performance and equity performance.In the second stage,from 2011 to 2013,cultural,social and ecological performance appeared one after another,with an increasing trend in frequency and ranking.The third stage is from 2014 to 2016,and the main obstacle factors are derived from the three indicators of equity performance: per capita public management and service area,per capita municipal public facility area and income distribution equity degree of urban built-up areas.According to the above research results,countermeasures and suggestions are put forward to improve the performance level of urban construction land in Liupanshui city from four aspects: focusing on the implementation of construction land planning,optimizing the structure of urban construction land,paying attention to the internal excavation of construction land and promoting the coordinated development of urban construction land performance. |
