The Study On Effective Mechanism Of Farmers’ Income Increasing Of Shunyi District,beijing

Farmer income problem is the core of the three rural problems, is widely concerned by the PartyCentral Committee and all levels of government and experts and scholars. Over the years, the PartyCentral Committee issued a series of benefit farmers policy to a document form. Shunyi district as thecapital of the outskirts of Beijing main agricultural product production and distribution center, and makepositive contribution to the capital market to ensure the supply of agricultural products. However, inrecent years the income of the farmers in Shunyi district is growing slowly, not in harmony and the fastdevelopment of the whole national economy, and the income gap between urban residents graduallywidening. The income of the farmers can not be improved for long, decreased production of enthusiasm,restricts the development of rural economy, but also affect the harmony and stability of rural society. Cansay, the income of the farmers is not only the problem of agriculture, but also a major political issue.Therefore, it has important theoretical and practical significance to carry out research on the mechanismof increasing farmers’ income in Shunyi district.Combining with practical situation in Shunyi district, analyzed the current situation and thecharacteristics of the income of the farmers in Shunyi district; secondly, analyzed the influence factors ofincome of farmers in Shunyi district, the current mainly includes: farmers backward ideas and quality ofscience and technology should be promoted, frequent natural disasters and pests and diseases isbecoming more and more serious, the price of agricultural products is low and production material pricescontinued to rise, agriculture the scale of production, to raise the level of agricultural industrial structureneed further adjustment, agricultural industrialization level need to be improved, the development levelof the two or three industry is not high, the rural labor force shift needs to be strengthened; then thispaper proposed to establish in four long-term mechanism to promote the growth of farmers’ income,mainly the establishment of agricultural industry structure adjustment mechanism, managementmechanism, agricultural industry driving mechanism of agricultural products market, the transfer of ruralsurplus labor force employment mechanism. Finally, suggestions in five aspects of countermeasures toincrease farmers’ income in Shunyi: one is the development of Shunyi district urban and rural integrationprocess, changing the peasants into happy citizens; two is to accelerate industrial agglomeration,optimize industrial spatial pattern; the three is the development of strong metropolis modern agriculture,fully tap the growth potential of agriculture; the four is to develop the two or three industry, promotefarmers continued to stabilize employment; five is to improve security measures, provide strong supportfor farmers to increase income.
