Farmland asset has not been included in the resourcepricing system of market economy. Farmland circulation market is lacked ofinstitutionalization pricing mechanism. It is hardly conducive to speed up agriculturalland use right of farmland circulation, not only make the farmland conversion efficiencyvery low, but also do more harm to the transformation of China’s rural economicdevelopment and urbanization. So, to accelerate the development of socialist rural landcirculation market and build systematic and specialized farmland changing marketpricing mechanism, improve the fair, standard and efficient farmland changing market,scientifically allocate farmland resources, has been regarded by the state and government,become the consensus of social and academic.In this dissertation, Rent Theory of Marxism, Tow-Way Auction Theory arecomprehensively exercised. In the view of the existing farmland property rightconstraints, analysis farmland changing market pricing of our country thoroughly.Existing literature and study at home and abroad shows that: through the farmlandmarket centralized competitive bidding and the guarantee of government policy, can notonly help to consolidate the fundamental status of farmland resource allocation in theprocess of marketing, but also good for open up a new approach of the realization of theagricultural land property rights, and make better social efficiency and equity.First of all, by reviewing the basic concept of rural land circulation, to analyze theprocess of formation and the development of it. Secondly, summarize the theory ofMarxism and its practical significance in the circulation of rural land. Furthermore, makea suggestion of establish service agencies about rural land circulation focus on the assessment of rural land prices. Thirdly, expound the two-way auction theory of ruralland circulation, build a model of it, describe what should the government do to balancethe benefit allocation between the parties to the transaction. At last, give severalsuggestions about our rural land circulation, define the objective of rural land circulation,complete the market of rural land circulation, the relationship between propertyownership, and multi-level safeguard mechanism of rural land circulation.
