That is true in our country where 7% of the world's total arable land is exploited to support 25% of the total population. Under the condition that is large population with little land and insufficient farming reserve resources, the only way to satisfy the basic demand to the land, then to alleviate the contradiction between human and land is to use the land property flexibly as well as raise the land-use capability. Market economy system is ultimate target of China's reform, and requires that all resources must realize high efficiency in the deployment through market. Land is an important production factor, whose profit, like that of other production factors and economic resources in the society should only be maximized by market. Some areas had explored positively in the circulation of the land right, especially Southern coastal areas, and had obtained a certain of achievement.From whole country, Because of lacking sound mechanism of Market Circulation for land, the following types of phenomena still exist in the rural land management: 1.Most farmers prefer growing grass to giving up possession of the land .The result is that land resources lack seriously ,but it has uncultivated and extensive management phenomenon.2.Many people go home to cultivate in the sowing time ,and work out when they have time .Their operations are "holidays", and land resources could not use reasonably.3.In order to work out in a long time ,some farmers want to transfer their land, but no one has the willing .They pay money to the one who could help him cultivate.4.In the household contract responsibility system, the principle of distribution land ,which is equal, far and near, good and bad ,causes the land in a high degree of fragmentation.5.Under the policy environment-new socialist countryside construction, Some farmers built the house in their own land, look forward to the realization of urbanization in rural areas, then the use-right of the land will be sold for the high transferring costs. These phenomenon led to the inefficient allocation of land resources, and damage the interests of the farmers, even more, is bad to protect the land. In addition, the nature of property rights which owns transference of rural land contract and operation rights had been confirmed in law. It is particularly important that we explore the mechanism of the marketing circulation of land use-right in china.This paper is divided into four parts. The first part introduces the related concept of the marketing circulation of farmland use-right, and analyses various forms of circulation. The second part, which is based on the theory of institutions change, farmland property right, land rent and price, economy of scale, elaborates the importance that is the marketing circulation of farmland use-right. The third part analyses the internal and external conditions which is related to the mechanism of the marketing circulation of farmland use-right. The flaws of internal conditions include the defects of the market conditions, the structure and mechanisms about the marketing circulation mechanism of farmland use-right. The questions of external conditions comprise the labor transfer mechanism, the rural social security system, the rural financial system the management of land use-right. The fourth part which is based on the third part, proposed the way that could make up the internal and external conditions, which include not only the clarity of property rights, market development, the increase of comparative advantage, but also speeding up the transfer of labor force, perfecting the rural social security system, reforming the rural financial system and managing the use-right of rural land.
