Accompany the advance of economic globalization and technological advances, enterprises’competition environment has undergone tremendous changes, the competitive relationship between enterprises has gradually transformed to the relationship both competition and cooperation. The increasing of competitors and changing of competing patterns, which makes the relatively capacity-limited individual enterprises had been difficult to cope with the competitive pressure. In order to survive and develop, they have to get help from other enterprises. The business philosophy "both competition and cooperation" was gradually recognized and accepted. Information technology, particularly the continuous expansion of the global Internet network coverage, makes modern information and knowledge, which based the modern Internet technology, across geographical spread and shared and offer strong technical support for outsourcing activities, then help enterprise to choose a partner in the implementation of human resource management outsourcing avoid the constraints of time and space, to improve the accuracy of the cooperation, speed up the progress of cooperation. Combining with the rising of mobile scope of factors, such as products, services, information, labour. The promotion of the international division of labour, greatly promoted the rational allocation of resources on a global scale, and makes countries’economy more dependent on others.Logistics in Western developed countries started earlier, together with effective policy measures to ensure the maturity of system of logistics industry development in these countries is higher, which became an indispensable force in economic and social development. Until now, the economic output of global logistics industry has grown to nearly$5trillion, in some Western developed economies, the scale of logistics industry is more than high-tech industry and became the new economic pull factors, creating huge wealth. Due to the history of development of logistics and human resource management outsourcing in China is relatively short and the constraints of internal and external factors, such as environmental uncertainty and complexity of the relationship, China’s logistics enterprises have to deal with the risks in the implementation of the HRMO. If enterprises not pay attention to the risk management, not only the expected outsourcing goals hardly to achieved, but also the company probably suffered unexpected losses.This research base on the premise theory of human resource management outsourcing, combining characteristics of logistics industries’human resources management, and base on the perspective of the processes of human resources outsourcing and sources of risk, to study the identification, assessment and countermeasures of human resource outsourcing risks. Firstly this articles described related theory of outsourcing and analysis the reality situation of logistics enterprise human resources and human resources management, then analysis the reasons of induced logistics enterprise for human resources outsourcing; Then, according to human resources management outsourcing theory and the characteristics of logistics enterprise, analysis the risks when logistics enterprise implements human resources management outsourcing; Finally, according to the process of human resources management outsourcing and sources of risk, point out measures of control the human resource management outsourcing risk of logistics enterprise. There are six chapters in this article, the main content of each chapter is as follows:The first chapter "introduction", including research background and significance of logistics enterprises human resources outsourcing risks, and then presented the research methods, ideas and the probable innovation point; The second chapter "overview of relate theory" explain the definition of logistics enterprises and human resource characteristics of logistics enterprises, as well as the basic theory and type of outsourcing, and clarify the reality of the logistics enterprises human resources and human resource management, and the feasibility of human resource outsourcing of logistics enterprise; The third chapter "the identification of risk of logistics enterprises human resources outsourcing", on the basis for the identification of risk factors, from the perspective of process of outsourcing and source of risk, to identificate the logistics enterprise human resources outsourcing risk; The fourth chapter "the assessment of human resource outsourcing of logistics enterprise risk", describes several common qualitative and quantitative methods of risk assessment, detailed describe the risk assessment matrix method and Borda sequence value assessment method; the fifth chapter "risk control of logistics enterprises human resources outsourcing", from the sources of risk and outsourcing processes two dimensions, figure out the measures of the logistics enterprises in the implementation of human resources outsourcing risk; the sixth chapter "human resources outsourcing risk Case Study of X logistics company", X logistics company as an example, to illustrate the process of outsourcing risk identification, assessment and response measures; the end is "summary and outlook", summed up the logistics enterprises human resources outsourcing risk identification, assessment and response measures and pointed out the inadequacies and the point needed for a deeper study.The research for this article on the basis of the summary and conclusion of mass-related literature at home and abroad, according to theory knowledge of subjects, such as human resource management, risk management, project management, discussion on outsourcing risk identification, assessment and control of human resource management. Research method as follow:(1) literature summary method: collected a large of reference literature, refer to existing research results, research the status of logistics enterprise human resources management and the feasibility of logistics enterprise implementation human resources outsourcing;(2) theory research method:study the risk recognition and assessment of logistics enterprise human resources outsourcing;(3) system analysis method:base on system views, using relevant theoretical knowledge on logistics enterprise human resource management outsourcing risks to discuss countermeasures.Due to short of studies of human resource outsourcing of logistics enterprises in China and limited quantities of specifically for logistics enterprises’human resource outsourcing risk, I discuss logistics enterprise human resource outsourcing risks to some extent on the basis of a large number of related literature outsourcing risks, hoping provides some theoretical reference value for logistics enterprise human resources outsourcing in China. Subject to my ability is limited, the research outputs on outsourcing for Chinese enterprises’reference value has yet to be verified by theory and practice. If I get the chance in the future, hope to establish and improve HRMO risk control mechanism, which applies to the present situation of human resources in Chinese logistics enterprises, and provides reference value for human resource outsourcing of logistics enterprises in China on the basis of more research and practice of Chinese enterprises’ human resource outsourcing...
