Human resource management outsourcing is one of outsourcing activities and is a new way of management, that is, enterprises outsource their human resource management to the professional consulting companies partly or wholly, purposely and tactfully utilizing the outside resources. Human resource management outsourcing expands the scope of human resource management, conforms and utilizes the outside excellent specialized resources, thus reducing cost, improving enterprises efficiency, bringing the core competitive ability of enterprises into full play and enhancing enterprises' rapid competence of meeting an emergency, which is a new model of human resource management to gain competitive advantages.However, human resource management outsourcing doesn't mean 'a small investment brings a ten thousand-fold profit. In fact, it is just like a coin which has two sides: on one hand, human resource management outsourcing strengthens enterprises' competitive advantages; on the other hand it faces various risks.Based on the study of risks of human resource management outsourcing and the elusion tactics, the thesis attempts to make references to the small and middle-sized enterprises at home in the process of implementing human resource management outsourcing.First, the shortage of funds, small scope and backward concept of human resource management prevent the development of small and middle-sized enterprises. However, the unfavorable factors prompt small and middle-sized enterprises to adopt the model of human resource management outsourcing. Through the study of the development of human resource management outsourcing at home, it is found that the present situation is not good in China. Because when it brings profits to enterprises, human resource management outsourcing also faces various risks.Second, the thesis analyzes the reasons of risks of human resource management outsourcing in the light of the present situation of risks in human resource management outsourcing and to counter the inside and outside environment of small and middle-sized enterprises, uses environment analysis method and scenario analysis method to identify human resource management outsourcing the possible risks in the three periods of the human resource management outsourcing activities and puts forward methods for risks evaluation in line with the researcher's known knowledge.Finally, the thesis presents respectively elusion tactics to the possible risks in the three periods of human resource management outsourcing activities and countermeasures on how to expand human resource management outsourcing in Chinese small and middle-sized enterprises.
