Wind Power Development Of Zhejiang Province On Strategy Research

With the rapid development of economy, both energy and electricity supply in Zhejiang have suffered varying degrees of shortages over the past decade. In view of the disadvantages of traditional fossil energy, renewable energy is going to play an important role in future power supply. For these reasons, this paper is going to focus on wind power generation which can be carried out with more developed technology, abundant intra-provincial resources, and a low cost approximating to that of thermal power, so as to be able to offer some suggestions to the formulation of development strategy of wind power in Zhejiang during the12th Five-Year Plan period.On the basis of much literature, from both home and abroad, on wind power generation, a grey system model has been established in this paper to predict the future power demand in Zhejiang. And some quantitative models, including Logistic Growth Curve and Learning Curve, have also been used to find out the time point when wind power and thermal power cost the same, premised on the forecast of installed wind capacity and the trend of the two powers’costs.Subsequently, with PEST model and Michael Porter’s Five Forces Model, this paper analyses objectively the outside environment of wind power from both a macro and a micro perspective. On that basis, a combinative use of SWOT Matrix and AHP is performed in this paper, analyzing quantitatively the four strategic elements and their weights of wind power development--superiority, weakness, opportunity and threats. At the end, certain goal and mode for wind power development in Zhejiang are put forward, as well as some countermeasures to its development strategies.
