At present, as China’s financial system reform forward is going to further,the banking business is facing even severe economic and financial circumstances both in domestic or international market, as well as increasingly inter-bank competition., banking facing domestic and foreign situation even more severe. If an individual bank want to obtain a comparative advantage and make the sustainable development in present market, it is necessary to improve its own core competitive ability, total efficiency and enterprise value. It has been proved in practice that the most effective way to improve competitiveness and efficiency value is to carry on scientific performance management system.The banking business is financial services media with special functions, therefore its management is based on the "credit", its business content is "risk", its management must focus on the realization of the unification of the safety, liquidity and profitability. Given that the banking’s inherent feature of leverage,"risk prevention and control" is the core functions which can make long-term development than "assets value-added" could do. Therefore, the bank performance management must be guided by the risk control totally, and guide the business unit balance revenues and risks, and strengthen its incentive and restrainment function scientifically, to block the damage to banking long-term interests and insure its performance promotion.The article take the organization performance management as the key point,studied how the commercial bank performance management to promote the sustainable development of bank, to diagnosis current performance management system problems and defects, to design the organization of the performance management system based commercial banking risk control and effective performance management implementation safeguard, through the ways of investigation and study, comparative analysis, case analysis. Both in theory and practice, this paper could clarify and improve the Chinese commercial bank’s performance management idea and the implementation path, implement benign incentive to operating institutions and their staff, promote the long-term stable development,and upgrade core competition power.
