The competition of modern enterprises is actually talents’ competition. Humanresource has become the most important strategic resource of enterprises. To establisha scientific, logical, effective, objective and equitable system of performancemanagement is crucial for the realization of enterprises’ strategy goal. To carry outperformance management in state-owned enterprises (SOE) is a powerful act duringthe progress in the reform of the economic system state-owned assets management.With the further deepening of the reform of SOE, performance management willbecome a valid human resources management for SOE managers.The global financial crisis has imposed great influence on the China’s economy.Especially, the steel industry, as the fundamental industry of national economy, hasmet with unprecedented impacts. To face tremendous pressure to survive, the firstissue of enterprises is how to seek the existence and development. The middlemanagers are the core and backbone of enterprises, and the concrete executor ofenterprises’ strategic goal. They also play a role of connecting in the operation ofenterprises. It will be crucial to maximize their roles the development of enterprises.In the present paper, firstly, based on the theories of performance managementand through the questionnaire survey of XG, the main problems and their reasons ofexisting performance system were analyzed and perfected. Secondly, based on theanalysis of the specific posts of middle managers, the performance evaluation indexwas designed by the means of Balanced Scorecard and Key Performance Indicator.Thirdly, management system of middle managers was designed using systematicapproach. At last, the safeguards of performance management system, includingorganization, regulations, technology and culture and so on, were proposed.
