Mineral resources enterprise, due to the influence of the planned economy, paymore attention to complete the product plan, but ignore the economic benefits,especially ignore the resources configuration, at the same time the enterprise pay moreattention to short-term interests, but neglect the long-term interests of development, theunreasonable resource exploitation and usage, the waste of resources and environmentpollution situation is very serious, these severely restricting the sustainable developmentof the enterprises and the society. Guiding the development of a single mineralresources enterprise is of great strategic significance for the sustainable development ofthe whole industry and the enterprises, and it exerts a far reaching influence onpromoting coordinated development of economic, social benefits and environmentalbenefits.Xiang xi is in the northwest of Hunan province, including Ji Shou, Yong Shun,Flower Walls, Long Shan and other regions, which is rich of mineral resources, such asmanganese, mercury, phosphorus, lead, and so on, and manganese ore in flowers wallsis known as "Dong Feng manganese capital". Xiang xi mineral resources enterprise haspromoted the development of economic, but the inefficient use of mineral resources,environment pollution is very serious, this against the goal of setting up resourceconservation and environment protective city to accord with the requirement of thescientific development concept. Performance management has a history of about eightyyears in China, many companies are starting to realize the importance of performancemanagement, and are beginning to take all kinds of performance management methodsto improve the performance level and competitiveness of the enterprises. Therefore,this article takes the Xiang xi mineral resources enterprise as the research object, fromthe aspect of internal management discuss how to improve the performance of theenterprise management level, how to improve the competitiveness of enterprises, how topromote the harmonious and sustainable development of economic, social andenvironment.The research clue is: firstly, this paper discusses the background, significance ofthe subject, external and internal literature review, concept definition, theoretical basis,technology route, research method and possible innovation points. Secondly, throughinvestigation, analysis the status of performance management in mineral resourcesenterprises of Xiang xi, discuss the problem of Xiang xi mineral resources enterpriseperformance management and find the reason of the existence problems; Again, throughinterviews with experts and the Delphi method, construct the performance managementindex system based on financial, learning and growing, internal process, the customer,resources environment, the five dimensions balanced scorecard, and use APH to identify the weights of index at all levels; Then, select a representative mineralresources enterprise to make the empirical analysis; At last, the paper Puts forwardsome countermeasures to improve the performance management in mineral resourceenterprises in Xiang xi.The innovation of this paper includes research angle and research content, and theconstruction of performance management based on the BSC with the increases of thedimension of “environment” is to further implement the scientific development concept,but also the requirements for enterprise’s competitiveness improving.
