Systematic Research On Evaluation Method Of High-tech Industry Policy

Evaluation of high-tech industrial policy is an important component of the policy of high-tech industrial policy process. It is not only an important guarantee improving the operating efficiency of high-tech industrial policy but also an important foundation of continuing, amending, adjusting and suspending the policy of high-tech industries. The evaluation methods adopted by assessors in the evaluation of high-tech industrial policy are specific. It is pivotal for the evaluation of high-tech industrial policy towards scientific to improve evaluation methods. This thesis from the perspective of systematic theory, thoroughly researches on the evaluation of High-tech industrial policy systemically in both theoretical and practical way.Firstly, this thesis summarizes the policy evaluation methods and theories between foreign and domestic studies. Secondly, with the policy evaluation theory, from the view of policy processing, analyses the policy evaluation elements of high-tech industry systematically, clarifies the evaluation object, evaluation purpose, evaluation content, and evaluation criterion of high-tech industry in aspects of beforehand assessment, underway evaluation and afterward measurement. On this basis, this thesis designs the comprehensive index system of high-tech industrial policy evaluation in beforehand assessment, underway evaluation and afterward measurement by scientific index choosing method. Through systematically analyzing, the influence of evaluation system attributes on choosing evaluation methods, this thesis compares and selects the popular ways of policy evaluation methods, then takes the analytical hierarchy process and grey evaluation method as the way of beforehand assessment, and applied analytical hierarchy process and fuzzy evaluation as the way of underway evaluation and afterward measurement evaluation methods. This thesis makes a demonstration of high-tech industrial policy in Heilongjiang province, and then analyses the demonstration results. The demonstration validates that the evaluation model is scientific and operative. Finally, this thesis provides strategies and suggestions on improving the industry policy evaluation quality of Heilongjiang province on the basis of theoretical analysis and practical research.The improved high-tech industry policy evaluation methods in this thesis are of great theoretical and practical significance for perfecting the high-tech industry policy evaluation system.
