Comparison Study On The Region Innovation Performance Based On Improved DEA

Innovation has been the inexhaustible force to motivate the social andeconomic development in a region, and determines the competitiveness and thepotential development in that region. The State Council, in the January of2010,gave the official reply to Planning of the Construction of the Demonstration Zonealong Yangtze River to Undertake the Industry Transfer in Anhui. It can boost thedevelopment in Anhui even in the middle China by listing the construction of thedemonstration zone into the state’s strategy acts. Three years, the construction ofthe demonstration zone has been carried out continuously closely around theplanning goals. In the zone, a great many innovative results aroused with theimprovement of the regional innovation ability. In this way, the zone has becomethe new “growth pole” of Anhui’s economic development. The evaluation of thezone’s innovation performance can effectively promote the innovation systembuilding in the demonstration zone, improve the comprehensive strength of thezone and carry a great significance to accelerate the rise of Anhui’s strength.Firstly, this paper summarizes the researches of the regional innovation systemat home and abroad, which mainly analyzes the operating mechanism of theregional innovation system, the building of the regional innovation evaluationsystem, the evaluation methods and the improvement of the DEA methods. Thepaper also elaborates the related theories and provides a theoretical basis for thisstudy.Secondly, the paper analyzes the economic and scientific status in eight citiesand builds the innovation evaluation index system based on the index designingprinciples and the statistics status in the demonstration zone. To give a scientific,systematic and effective evaluation of the innovation performance, the paperchooses to compare the eight cities with the others in Anhui. The paper combinesthe factor analysis with the super-efficiency DEA model and improves theshortcomings of the traditional DEA methods. It begins with extracting the commonfactors of input and output, and then utilizes the Improved DEA model and the super-efficiency DEA methods to evaluate the innovation performance of thesamples and get the efficiency values and the rankings. The results get thefollowing findings: five cities in the zone is effective in DEA, and has goodregional innovation performance. Ma’ anshan City, Chuzhou City, and Xuanchengcity are ineffective in DEA, which makes it necessary to improve utilizationefficiency of the innovative resources. Outside the zone, in Northern Anhui, allcities are ineffective except for Suzhou City, at a low level of innovationperformance; and some other cities in middle Anhui and south Anhui are alsoineffective.In the end, based on the evaluation results, the paper analyzes the zone and theother cities in Anhui, finds the innovation shortcomings, and gives the suggestionsfor improving the innovation performance.
