Regional Innovation Ability Evaluation Research In Anhui Province

In recent years,in order to meet the need of constructing an innovative country in China,promoting the regional innovation ability become important issue in today's academic sector,it's also become the key factor for a country or region to get economic competitive edge.Although the scholars who study on the regional innovation capability have certain achievements,but mostly research stays in the lever of the nation or developed provincial areas,Anhui province whose economic strength and regional innovation ability are weak is still at groping stage.The 13 th Five-Year Plan in our country emphasizes to see the innovation as the key driver of regional harmonious development,and strives to achieve the rise of the central and western regions.In this background,improving the regional innovative ability in Anhui province is the urgently important work of the province government.Based on the regional innovation ability evaluation methods and research analysis model on index selection of domestic and foreign scholars,analyzes the current situation of innovation resources and innovation environmental input and output in the cities of Anhui province in recent years,finds some problems and the insufficiency in the aspect of innovation ability in Anhui province,according to the relevant principles of the index system establishment and its actual situation of regional development in Anhui province,establishes the evaluation index system of regional innovation capability of 16 cities in anhui province.First of all,using SPSS software,through the factor analysis method to extract the input and output factor of index data of each city in Anhui province in 2010 and 2014,and according to the municipal common factor comprehensive ranking,we analyze the regional innovation capability.Then based on the extractive common factor,we improve the traditional DEA,By using the super efficiency DEA model to evaluate the innovation performance of various cities in 2010 and 2014,we obtain the municipal efficiency value and the innovation performance ranking.By comparing the development status of innovation ability between different cities,and the same cities in different periods,we can know that the municipal regional innovation effect and the development potential of innovation ability.Through factor analysis,synthesize the municipal public factor score of input and output,we can see the innovation resources investment of Hefei,Wuhu,Bengbu,Ma'anshan are better than elsewhere in the province,and the innovation input and output of Huaibei city,Chizhou,Tongling city rank in the downstream position,we can know the uneven distribution of the overall level of regional innovation in Anhui province.Through the stud y of the super efficiency DEA analysis of cities,only five cities reach the DEA efficiency of the 16 cities in Anhui province in 2010,and they are located in Anhui Southern Area and belong to Demonstration Zone along Yangtze River to Undertake the Industry Transfer,the six cities reach DEA efficiency and four city belong to Demonstration Zone along Yangtze River to Undertake the Industry Transfer in 2014,And only Bozhou city reaches DEA efficiency in each cities of northern area,The overall innovation performance in Anhui south region is better than that of north region,the overall effect of the innovation performance in Demonstration Zone along Yangtze River to Undertake the Industry Transfer is better.Compared with the municipal innovation efficiency value in 2010 and 2014,we can find the innovation efficiency mean of Anhui province got certain ascend,that is to say the innovation achievement transformation ability get a certain improvement.For performance has been on the behind rankings as Fuyang,Xuancheng,Huainan city,we should fully grasp their position in the innovation and development,improve regional innovation ability from several aspects,make the entire province reach the innovation coordination and synchronous development,make contributions to achieve an innovative country.Finally,according to the results of the empirical research and analysis,for the problems existing in the regional innovation ability in Anhui province,the article puts forward the relevant countermeasures and suggestions from several aspects,in order to provide reference for anhui enhancing regional innovation ability.
