The arable land is the most basic natual resources for humans; it holds the lifeblood withthe development of national agricultural and economy. Since the beginning of the21st century,the arable land has been gradually reduced, many countries putted forward some policies toprotect the arable land, but most of them only focus on how to protect the quantity of thearable land, not quality, environment and other issues. In order to make our national economiccan develop sustainable, it’s very necessary to exploit the arable land reasonable. This paperreferences many sustainable utilization evaluations of the arable land resources at home andabroad, uses qualitative and quantitative analysis means, from pressure, state, response toresearch the level of the sustainability.(1)Characteristics of land use: Altay’s total landresources are plentiful; the land area per capita is0.04612km2, far higher than the nationalaverage.a(2)Characteristics of arable land use: Altay’s total arable land resources are less, anduneven distribution, the arable land area per capita is0.00107km2. The total arable landremains slowly increasing from2005to2011.(3)Build PSR evaluation model aboutsustainable use of arable land.From pressure, state, response, selects24evaluation indexeslike population density, food security index, and the growth of GDP to establish thisevaluation.(4)To evaluation the arable land of altay city comprehensive: using entropy methodto determine the weight, calculation the utilization level, it shows that the level is0.1334in2005, and in2011it rises to0.8353, sustainability increased greater.(5)Based on the results ofthe evaluation level, analysis what factors limit the level, puts forward measures to improvethe level like complete protect system, strengthen land management, enhance arable landefficiency.
