In recent years, lots of agricultural land is irreversibly transformed into construction land with thespeedy urbanization and industrialization. The wheel of history can not be stopped, but the conflict can notbe ignored. Land acquisition becomes the greatest threat to the farmers’ land rights currently. It has lead toserious contradictions and disputes. Most of the land acquisition disputes often lead to conflict eventswhich is mixed with confrontation, threats, violence and other factors of disharmony. It poses a seriousthreat to China’s economic development and social stability. Therefore, it is particularly necessary toanalyze the inducing factors of land acquisition conflict deeply and put forward policy recommendations.This paper combines comprehensive induction and case analysis method, analyzes the inducing factorsof land acquisition conflict. Firstly, the paper grasps the essence of the land acquisition conflict. On thisbasis, the paper concludes the inducing factors of land acquisition conflict by a comprehensive analysis ofthe cases of nationwide land acquisition conflicts. There are four main aspects: economic factors: lowcomparative efficiency of agriculture, large urban-rural income gap, land fiscal stimulus; institutionalfactors: land acquisition compensation standard is too low, the lack of supervision in the allocation of landrequisition compensation, social security system is imperfect, channels for the interests expression is notsmooth, lack of effective resettlement for landless farmers; administrative factors: procedures of landacquisition are not standard, the way of land acquisition is simple and crude, a small number of publicofficers break the law; social factors: the legal consciousness of farmers is weak, the social identity of thelandless farmers is missing, the propaganda and mobilization of rural activist elite, the publicity-orientedpublic opinion. The results of AHP and cluster analysis show that the lack of effective resettlement of thelandless farmers is an important factor which induces land acquisition conflict; land fiscal stimulus, theland acquisition compensation standard is too low, the social security system of the landless farmers isflawed and land acquisition procedures are not standard are secondary factors; The other factors are generalfactors.Further, the paper makes case analysis on the inducing factors for the land conflict by the fieldresearch on Xingye community in Midong District of Urumqi, and deepens the understanding of theinducing factors for the land conflict. The results show that the factor inducing the Xingye community landacquisition conflict is various. It is not only induced by the prevalence of factors, but also induced by thespecial condition of the Xingye community—the issue of compensation for the illegal construction. Theinducing factors for the land conflict are dialectical unity. On one hand, we should start with the big picture,research on the common inducing factors; On the other hand, we should analyze specific issues, in-depthand practical research, grasp the particularity of land conflict case.Finally, the paper put forward suggestion for avoiding land acquisition conflict: improve the landacquisition laws and regulations; clear the principle of fair compensation; take multi-placed security;regulate land acquisition procedures, restrict behaviors of government action.
