Since January 2011,the Ordinance of Urban House Expropriation and Compensation has been published,from then on,urban house dismantlement which existed for more than 20 years officially replaced by expropriation and compensation.The levy and compensation of state-owned land is a significant pattern to promote city renewal,and it plays an important role in our country to achieve the dreams of a well-off society in an all-round way building and socialist modernization constructing.However,various rights and interests of different departments and masses have been involved in the projects.So whether the projects run smoothly or not,it may not only result in wasting in time and money,but also cause mass incidents easily.Therefore,identifying,evaluating,managing and controlling risk are particularly important in the urban house expropriation and compensation project implementation.In this paper,first,on the basis of the literature,analyzing the research status of house acquisition mode and risk management at home and abroad,and introducing the related theories.Then figuring out the existing risks in state-owned land expropriation compensation projects through the method of flow-chart analysis.Besides that,verifying and supplying the risk points by case analysis,which including a large amount of administrative litigation cases of expropriation and compensation projects in Zhejiang province.After a summary,obtaining the risk identifications of urban house expropriation and compensation projects.Finally,by a real instance combined with identified risk points,and in risk factors of loss frequency and loss rate of comprehensive consideration,then through the way of analytic hierarchy process to work out the risk assessment.After that,putting forward the targeted risk prevention measures to ensure the project smoothly.Research is used for reference to promote the ability of identifying,evaluating,managing and controlling risks on urban house expropriation and compensation projects.
