Increasingly serious problem of resource depletion and ecological deteriorationaccompanies rapid economic growth and industrialization. People shifted focus graduallyfrom a pure waste of resource use to the overall planning of the system. Generalizedsymbiosis recycling which emphasize the maximize benefits of industrial clusters come intobeing. Inspired by the enlightening success story of generalized symbiosis recycling inDenmark Kalundborg, many countries are competing to explore the development of t hat.Nonetheless, comparison between developed countries and our country, poor experience andnot fully mature operational mechanisms restrict the development process of generalizedsymbiosis recycling.Based on the literature review and field investigation in Tianjin Development Area, thispaper creatively put forward the triangular analytical framework concerning the factors at thepark environment, inter-organizational,and intra-organizational levels, which motivate orhinder the companies to engage in industrial symbiosis. Field investigation was taken in thetop three eco-industrial park in China-Tianjin Development Area, explore the key factors, andfind a match with the domestic situation of industrial symbiosis model construction method.The findings show that the institutional pressures-particularly coercive forces-is the primarydrivers for companies to engage in symbiotic relationships. Also support the conclusion thatinter-organizational factors affect the development process of generalized s ymbiosisrecycling, which need the intervention of the government and third-party intermediary serviceorganizations. In the final part paper draw upon three angles, which are government,companies, third-party intermediary service organizations, to propose measures for thedevelopment of other symbiotic relationships.
