Cross-border tourism area is a special kind of tourism area. As its great potential, complicated problem and prominent contradiction, it becomes the new research focus of tourism area. In recent years, the conflict which arising with the rapid development of domestic tourism, and the protection, development, planning, and utilization about tourism resources, is more prominent than before. Therefore, the emphasis on the interests of cross-border tourism stakeholders and seeking for the coordination mechanisms is vitally important to resolve the conflict of cross-border travel for the conflict and achieve sustainable development of cross-border tourism. This paper studies cross-border tourism as geographic units, Bagong Mountain in Anhui as a case study, bases on the theory of resource conflict, analysis the interest conflict of cross-border tourism between inter-provincial and provincial, seeks for the factors which brings interest conflict, advances a cooperation mechanisms and enriches the conflict theory.This article is divided into six chapters. The first chapter is an introduction, which including the writing background, meaning, the related theories and research ideas between home and abroad , methods and technology. In the second Chapter, it mostly discriminates the related concepts of cross-border tour and analysis the meaning and application of relevant theories. In the third Chapter, we advance the connotation of cross-border tourism, features, define the key stakeholders, establish a relationship map, analysis the interest demand of Stakeholders, and pave the way for the following. In the fourth Chapter , we analysis the main factors of the conflict between regional and interregional level, namely the analysis of Regional Inter-government-led tourism elements of the relationship and around the government - tourism enterprises, residents - tourism enterprises visitors - residents such as chain analysis. In the fifth Chapter, we build an effective platform of cross-border tourism co-ordination for interest conflict and long-term mechanism by using cross-border governance theory and the cooperation concept to coordinate the conflict.
