The Liaoning coastal economic belt in Northeast China, adjacent to Bohai and Huanghai, including Dandong, Dalian, Jinzhou, Yingkou, Panjin, Huludao6coastal city under the jurisdiction of the administrative area, land area of56500square kilometers,2920kilometers long coastline, sea area of about68000square kilometers. The Liaoning coastal economic belt is the revitalization of northeast old industrial base and our country for Northeast Asia open cooperation important region, in promoting of the coordinated regional development and promote the formation of mutually beneficial and opening-up pattern has an important strategic significance.The article through policy analysis to the Liaoning coastal economic belt development, under the Dunn policy performance evaluation theory, according to the evaluation standard of review, in domestic and abroad about the performance evaluate were compared, in combination with regional development policy process and characteristics analysis of Liaoning coastal economic belt, regional development current development present situation and the existing problems, in the light of Liaoning coastal economic belt development policy to exist at present benefit, efficiency, sufficiency, fairness, responsive, suitability evaluation standard to the problems, combined with the current administrative system and city function positioning close relation, to strengthen the regional cooperation, both efficiency and equity, coordination and interactive practice is solve to the problem of Liaoning coastal economic development of policy choice path.
