Nowadays, change is the only constant theme. Under the increasingly competitive circumstances, the one who could react to the change more sharply would seize the initiative more rapidly. Facing the complex and ever-changing external environment, if enterprises innovate constantly, they would keep pace with the time, speed up the development and be built long. When China embarks on the road of innovation-driven development, as the body of innovation, enterprises must shoulder the historic mission of starting innovative.The innovation of enterprises is a complex and dynamic systems. Technology innovation and institution innovation of enterprises are subsystems of enterprise innovation. The strength of the competitiveness of enterprises is determined by technology innovation. But enterprises must have the support of institution innovation in order to stand in the invincible position. Sometimes, institution for enterprises may inhibit technology innovation and lead to failure of technology innovation. Technology innovation and institution innovation are two wings of enterprise growth. It will inhibit enterprises’growth if the technology innovation and institution innovation block each other. So the synergy of technology innovation and institution innovation must be seeked. In this case, it has important theoretical and practical significance to research the collaborative innovation of technology and institution of enterprises.In this paper, the theory of entropy is used to research the interaction between technology innovation and institution innovation from the internal enterprise innovation system. It can be seen that synergistic effect will be produced if technology innovation and institution innovation are collaborative. In this time, not only do their own entropy change will affect the change of the total entropy of enterprise innovation system, but also they can bring more negative entropy for enterprise innovation system because of synergistic effect. As a result, the order degree of enterprise innovation system will be greatly improved. In the essay, coordinating measurement model of enterprise technology innovation and institution innovation will be established based on synergistic mechanism. This paper analyzes the impact of collaborative innovation of technology and institution on entropy change of enterprise innovation system. Through analyzing the enterprise development driving by innovation, it can be seen that enterprises will gradually decline if they do not implement the innovation. When only technology innovation is carried out, if technology innovation is dominant and institution resistance is small, enterprises will definitely develop. If not, enterprises will absolutely fail. When only institution innovation is carried out, if institution innovation is dominant and technology resistance is small, enterprises will undoubtly grow. Otherwise, enterprises completely fail. But the collaborative innovation of technology and institution can drive enterprise grow fast, and the promoting effect on enterprise growth by collaborative innovation should be more efficient than just using technology innovation or institution innovation respectively. At last, this essay selects Osborne and Haier corporations as cases to analyze the reasons of their failure or success based on the theoretical framework. As can be seen from this essay, Osborne’s failure is caused by no synergy of technology innovation and institution innovation, and Haier’s development is as a result of collaborative innovation of technology and institution.
