In2010the State Council No.1document “Certain Opinions On Balance Urban andRural Development,Further Solidify the Foundation of Agricultural and Rural Development”,took the lead in putting forward the concept of “new generation of migrant workers”. The newgeneration of migrant workers mainly refers to the group of migrant workers born in the last80s to90s. This crowd mainly characterized younger, work motivation plurality, job mobilityand life urbanization. What’s more, they received higher level education than the olderworkers. But due to the international financial crisis and the coastal region industry structureupgrade, the new generation of migrant workers’ employment and enterprises’ recruitmentdifficulties exist at the same time, the new generation of migrant workers’ employmentproblem was concerned by many scholars. Especially the Midwest, for its economicdevelopment level lags behind the developed eastern region, with a large population base,became the main body of new generation of migrant workers.Comparing with traditional migrant workers, their cultural level has been obviouslyimproved, their concept of employment and career intention are with previous strongprominence. Therefore, studing in behavior of the new generation of migrant workerssystematically has a strong theoretical and practical value.This study based on the human capital theory perspective, using educational economicsstandard empirical research method. By questionnaire survey, literature review, case study asways of collecting material. We had a random sample of400new generations of migrantworkers from the central and western regions in Hunan, Jiangxi, Heilongjiang, Chongqing,Henan, and Sichuan. On the basis of analyzing their work behavior systematically, weexplored the factor of human capital on career intention, job skills training activities and theinfluence degree respectively. Finally, put forward the corresponding policy proposalaccording to the empirical research. Results show as follows:(1) Among all characteristics ofmigrant workers individual and family, human capital factors like age, gender, educationallevel, risk preference, age of family members, monthly call costs, the frequency of contactfriends have important influence on their career intention.(2) And among the career choicebehavior characters of migrant workers, endowment resource factors, such as nature of thework units, Career motivation, future career plan, wage expectation also affected their careerintention.According to the empirical research conclusions mentioned above, this thesis putforward some suggestions to promote Job-seeking ability.
