The unique terrain of the shallow hill cities make the urban construction land interspersed with urban non-construction land,the central cities retain a large number of Class E land,carrying the cities' ecological service,recreation and landscape,green industry,disaster prevention and urban security protection and other complex ecological service functions.Class E land use in the center of the shallow hill cities is facing three core planning issues: planning guidance is not clear-emphasizing the maximization of the interests of their respective departments,lacking overall consideration;land use planning and spatial layout problems-the traditional urban space land use compilation method is not suited to the various departments and planning methods are conflict;planning management issues-a single element of the department control,urban construction land management methods do not apply.Through the analysis of a large number of literatures and the characteristics of E-class land use in the center of the shallow hill cities,we found out that a positive attitude should be taken,emphasizing the planning guidance of "comprehensive protection and utilization" : mining the potential compound function of class E land--"ecological service-recreation and landscape-green industry-urban security ",under the protection of ecological resources,we can promote effective protection.of class E through the premise of a reasonable green industry development.Under the planning guidance of E-class land use demand and composite service function in the center area of shallow hill cities,this paper combines the practical research with the planning of Control Area in Meishan Center City and the planning of nonconstruction land in Mindong New District.The relationship between E land and urban construction land in space,function and ecology is emphasized:(1)the integration of elements and the construction of space system: to build the framework of the overall spatial pattern of the natural environment,the E-class land use ecological network and the contact system with the urban construction land;(2)resource protection and function setting: The land use and spatial organization based on the protection of the ecological environment elements,the rational distribution of environmental effects based on the green industry;(3)land use and spatial organization: based on the classification of the function,laying out the land use,facilities,transportation system.The details of the article are as follows:The first part(Chapter 1)points out the object of study and the problem.It is pointed out that the three urban planning problems in center cities: planning orientation,planning land use and spatial organization and planning control problem.This chapter also summarizes the research purpose,research methods,research framework and other structural content.The second part(Chapter 2)analyzes the problem of spatial construction of E class land and the reasons of planning level in the urban area of the shallow hill cities,and points out the construction demand and potential compound service function of E class land through related research.This part mainly includes the theories and practices of the relevant planning at home and abroad,and the characteristics of the E-class land in the center of the shallow hill cities from the aspects of land use and environmental resources,and points out the urban compound ecological service function of the E-class land use.The third part(the third,four,five chapters)is the core chapter of this article,from the system construction,function setting,land use layout three aspects to construct E class land planning method of shallow hill center cities.The third chapter is the integration of elements and the construction of spatial system: analysising the spatial pattern of cognitive area,the analysis of the relationship with the urban construction land,the screening of the existing elements and spatial pattern,so as to construct the regional spatial pattern framework covering the urban construction area,E land landscape ecological network pattern,and urban construction land system connection;the fourth chapter is the protection of resources and function settings: based on their own resources and urban service needs of the E class land use classification of function settings,ecological and environmental protection measures,environmental resources and industrial development layout;the fifth chapter is the land use and space organization: based on the classification of the function,the land use,facilities,transportation system layout.Arranging land use zoning,layout of ecological land,production land,related construction land,etc.;for municipal infrastructure,supporting service facilities,green infrastructure and other facilities planning;arrangements for regional traffic space,E class land for recreational traffic and urban land connect traffic and so on.The fourth part(Chapter 6)is the management of E-class land use planning and follow-up and planning effectiveness of the protection of land use management and implementation of security,land management,including planning,control,control and form of legal planning and convergence.It should be noted that the study of the "E class land use planning method" is not to separate urban construction land and E class land to plan,but as a traditional master plan to achieve full coverage of the technical support,in the overall planning During the compilation process,the planning method and layout of the E-class land use plan should be provided,or as a special plan under the guidance of the master plan,and the general regulations will be further strengthened to protect and utilize the E-class land in the central urban area.
