Research On Redevelopment Of Inefficient Urban Land

With the rapid development of China's economic society,land resources,which are already scarce becomes less more.The inefficient,extensive and expanding mode of development are difficult to sustain.After the Nineteenth National Congress of the Communist Party of China was officially convened,with the continuous deepening of the construction of ecological civilization,government is attaching greater importance on the scale of construction land,cultivated land and ecological land,which means the incremental scale of construction land would be sharply decline in the future.Therefore,the local government need to re-examine the current concept of territorial development and utilization,and land management system.Carrying out a leading strategy of a meaning potential land development and utilization,promoting the intensive utilization of natural and land resources,the exploration of inefficient land redevelopment comes into being.Under such a background,this paper takes inefficient land redevelopment as the starting point and focuses on the goal of sustainable economic and social development,and takes pinghu city of zhejiang province as an example to study the redevelopment of inefficient land in urban areas.Based on the analysis and arrangement of relevant researches on the municipal surplus land planning,urban renewal,economical and intensive use of land,and inefficient land redevelopment,and combining with the theory of diminishing returns on land,sustainable development theory and optimal allocation of land resources,this paper selects pinghu city of zhejiang province,a pilot city for urban inefficient land redevelopment,as the empirical research object,comprehensively USES case analysis method and comparative analysis method to deeply explore the reasons for the formation of inefficient land in cities and towns,and puts forward the deficiencies and difficulties in the advancement of redevelopment work in China at present.This paper argues that the current land action policy and does not match the enterprise life cycle,the government in the investment promotion and capital introduction behavior deviation,various types of urban planning not scientific long-term unity is one of the important causes of urban inefficient,the resulting irrational urban development space,inefficient land use extensive inevitably hindered the sustainable development of cities.This paper holds that in order to fundamentally solve the problem of inefficient urban land use,we must start from the top-level design of the system and mechanism,adhere to the concept of sustainable development,seize the opportunity of government reform,restructure the government performance appraisal system,and explore the land system reform in the new era.At the same time,local governments in the inefficient use of land to development work to adjust measures to local conditions,the early focus on scientific planning,emphasis on cultural guide,to establish a long-term mechanism,the late to dynamic tracking management,form a systemic model of development.Through macro policy guidance and micro policy implementation,land resources can be used economically and intensively,so as to realize the sustainable development of China's urban society and economy.
