Research On The Compensation Distribution Of The Scattered Expropriation Of Rural Collective Land

By the end of 2017,China's urbanization rate has reached 58.52%.According to international experience,the level of urbanization will grow rapidly before the urbanization level reaches 70%.In recent years,due to the expropriation of rural collective land compensation allocation,especially defined by the distribution of the main members of the qualification confirmation,and distribution of disputes caused by making problems become increasingly prominent,relying on large-scale land acquisition to promote urbanization pattern has been unable to meet the needs of the development of the society.General Office of the CPC Central Committee,the State Council issued the "deepening rural reform comprehensive implementation plan" clearly pointed out that rural land expropriation will narrow the scope.The 19th National Congress of CPC put forward to adhere to the agricultural and rural development priority,adhere to the integration of urban and rural development as the main idea of the strategy of rejuvenating the country.It is further indicated that the collection form of rural collective land will be more and more used as the main characteristic of scattered distribution.It is necessary to study the allocation of compensation fees for the scattered rural collective land,analyze the deep-seated reasons,find out the compensation allocation strategies that include both the collective and the individual,and promote the distribution of compensation fees to get a more fair and reasonable distribution.This paper is based on the compensation and distribution practice of the scattered collection of rural collective land in Gongdao,Hanjiang District,adopting the method of literature research,case analysis.Firstly,it introduces the current situation of the compensation and distribution of the scattered collection of rural collective land.Secondly,through the case analysis of the problems and reasons in the process of distribution.Finally,it puts forward some suggestions to strengthen the rational distribution of compensation for the scattered collection of rural collective land.This paper is divided into five parts.The first part expounds the background,significance and research methods of the compensation and distribution of rural collective land.The second part defines the related concepts and basic theories.The third part introduces the practice of compensation and distribution of collective land expropriation in rural areas of Gongdao.The fourth part of the land expropriation compensation distribution of the main identification,membership definition,distribution and other issues and causes of the study.Finally,from the aspects of clarifying the membership qualification of rural collective economic organizations,improving the distribution system,improving the way of expropriation compensation,and strengthening villagers' autonomy,this paper puts forward suggestions for the compensation and distribution of rural collective land expropriation.
