Evaluation Of Yangling’s Land Bank Operation Performance

Since the reform and opening-up, the family-contract responsibility system has greatlyimproved peasants’ enthusiasm for production.It made Chinese agricultural production andfarmers’ incomes developed rapidly.China solved the problem of food and clothing in theshorter time. However,with the system effect gradually release, consequent on all kinds ofland issue gradually show the clue.These land issue have been constituted some barriers inagricultural development, rural governance and farmers’ income growth. In order to make upthe shortage of the family-contract responsibility system in efficiency. Several operationpatterns of farmland operating right capitalization which centred on land transfer have beenemerged as the times require in the progress of Chinese rural land reform. Among thosemodes, the rural “Land Bank” reflects a very distinct style.It practiced in some parts of Chinavery well.Yangling, Shaanxi province as the only state-level agricultural hi-tech industrydemonstration zone in china.It enjoy exceptional advantage in policy, technology and talents.For accelerating the development of modern agriculture, Yangling developed “Land Bank”topromote land transfer since2009.It makes certain achievements and attracted the attention ofthe news media. This paper takes Yangling as an example, through questionnaire survey to theparticipating farmers of Yangling’s “Land Bank”, and setting up the index system aboutfarmers’ satisfaction evaluation,make the estimate and research to operation performance ofYangling’s “Land Bank”. In order to benefit its practice popularization and long-termdevelopment.The paper puts forward the policy suggestions for the problems in practice ofYangling’s “Land Bank”.The full paper divides five chapters. The first chapter is introduction and the secondchapter describes the related concepts and the theoretical basis. The first two chapters state theresearch background, purpose, significance, research methods and ideas. Besides,the authorsummarized the study trends related areas at home and abroad,then clear and definite basicconnotation of concepts involved, expound theoretical basis of the whole study. The thirdchapter gave a detailed introduction on background, operating mechanism，practice effect andcase analysis of Yangling’s “Land Bank”.It also contrasted other operation patterns offarmland operating right capitalization, refined the practical characteristics and reference significance of “Land Bank”. The forth chapter structured the evaluation system aboutfarmers’ satisfaction evaluation of “Land Bank”, made a empirical analysis to Yangling’s“land bank”. The fifth chapter on the basis of summarizing the full paper,put forward researchconclusions and policy suggestion. The research results indicated that the farmers’ satisfactionof Yangling’s “Land Bank” performance evaluation is in a lower middle level.It needs to raisethe performance level from policies guide, supervisory assessment and expertise teambuilding overall.
