21st century, talent is the first productive enterprise, the enterprise has talent isthe same as having a future core competencies and competitive advantages, therefore,the competition between enterprises in the final analysis is the talent competition.China’s insurance industry is a booming "sunrise industry", has a bright future. Facedwith such a "sunrise industry, opportunities and challenges, fierce competition isconceivable. With the rapid development of globalization and the knowledgeeconomy, the human resources of the enterprise, the economic development of thecountry to play an increasingly visible role in promoting. Meanwhile, the gradualopening up of the market, an increase in the main competition, provided a broadspace for the flow of talent, coupled with the corporate human resourcesmanagement level is low, therefore, most of the state-owned enterprises faced withthe increasingly serious problem of brain drain. As Big Brother in the insuranceindustry, Chongqing PICC is the largest, the most famous financial insurance branchin Chongqing, in recent years, frequent large-scale brain drain to the development ofthe company’s operations brought more large negative impact. According to the basictheory of the human resource management, with reference to the theories and modelsof domestic and foreign scholars, by the loss of Chongqing PICC talent of the statusquo, the systematic study of the characteristics, analyze the reasons for the problemof brain drain and the enterprise the impact of, and proposed the correspondingcountermeasures. Hope that through this case study to explore how China’sstate-owned insurance company to retain talent, but also want to provide somereference for existing management practices through case studies, thereby reducingthe state-owned insurance company insurance brain drain caused losses.The thesis is divided into seven chapters: The first chapter is the introduction, toexplain the background and significance of the thesis topic, the state-ownedinsurance company, insurance companies, talent and brain drain concept definedthesis innovative; first chapter, the theoretical basis of the thesis, focusing on thebasic theory and the basic model of the brain drain, as well as domestic and foreignscholars on the brain drain; Chapter of the main contents of the status, characteristics,and impact of the brain drain of state-owned insurance company; Chapter IV,Chapter V, Chapter VI and VII in Chongqing PICC Case system analysis, brain drain causes, characteristics and problems of exposition, the correspondingcountermeasures and suggestions, at the same time papers innovations-one forinsurance professionals the loss of control to enhance the comprehensive perspective,extending from the beginning of the chain to the rear, through global awareness; toNeiwaijianxiu, in addition to the concern of each of the external kinds of temptations,more importantly, to introspection itself, adjusting the internal management systemand policy; Third, to pay attention to the state of mind of the staff, to enlighten themwith reason, and emotionally moving, reduced from the point of view ofpsychological change and growth the probability of brain drain.Through careful study of the case show that the insurance brain drain is abeginning and an end of the process, therefore, from the beginning to the end to bethe insurance talent-management of the whole process; Meanwhile, from anotherpoint of view, the insurance company cannot blindly require their employees to adaptto the development of enterprises, but enterprises should advance with the times, andtimely adjust their strategy structure to retain talent by some changes in the fiercecompetition in the market to enhance their core strength.
