Studies On The Management Of The Agricultural Comprehensive Development Projects

Nowadays agricultural comprehensive development is strategically measures to protectagriculture which was supported by Chinese government. It is also an important guarantee methodto develop the total rural areas into well-do communities. It is well know that good mechanism ofinvestment and model of project management are both precondition and ensure methods to well doagricultural comprehensive development. As a big agricultural country,50%of the totalpopulations in China were engaged in agriculture. The issue of the agriculture, the countryside andthe farmer has been an important one in period of reform and opening up and China’smodernization. China chooses family based on the system of production responsibility incountryside. How to actuate farmers’positivity and how to promote the development of agricultureand rural economy. It is conflicts and problems of during the development of Chinese agricultureand countryside economy. Presently, national economy development has entered in a new stage,opening to the outside, socialism new countryside-construction and socialist modernizationconstruction is facing opportunity and challenge.Agricultural comprehensive development is themain component of economy of countryside, applying agricultural comprehensive development,and it promoted the development of rural and agriculture economy, improved the standards ofpeople’s lives and peasant’s income.The author firstly analyses agricultural comprehensive development that brings opportunityand challenges faces economic development in China at the present stage, how to take hisprofessional advantage in rural economic development, it gives an analysis the development of thenational agriculture comprehensive development project and the theory of agriculture development.The author conducted analysis the questions of the national agriculture comprehensive from threestages: preparation stage, construction stage and acceptance stage, and foundation our countrypractical, set forth the cause of this problem from three perspectives of management ideology,management system and management method. In addition, referring to the management patternform the World Bank agriculture investment, and according to the needs of developing economy ofour country, this paper introduced and analyzed the characteristics and the cycle of projectmanagement. In the point of project preparation, project manager, project procurement, externaland internal controlling project and project implementation, it shows inspiration toward nationalagricultural comprehensive development project according to the World Bank agricultureinvestment on the basis of setting，negotiations，assessment，implementation，supervision andevaluation in project management.At the same time, through analyzing the problem existing in national agriculturalcomprehensive development project and their causes, and based on profited the managementpattern and experience of the World Bank agriculture investment, and probes into how to buildmanagement model of our national agricultural comprehensive development aspects of Project targets management, setting up of project management pattern, operating of project managementpattern. On the basis of analyzing these problems, by combining the actual situation of our countryrural economic development, on the effective improve agriculture comprehensive developmentproject management with the scientific planning and puts forward some suggestions andcountermeasures, it was used to aim at advancing the sustainable and stable development of ournational agriculture comprehensive development and accelerating agricultural modernization.
