A Study On The Comprehensive Agricultural Development Project Management Of Tongliao City

On the basis of prior experience of commodity grain, cotton and grain bases construction, the State Council launched a special foundation for the comprehensive development of agriculture in1987with the aim to solve the problem of stagnant grain production, which had been remained around800billion jin. Two decades since the establishment of this foundation, the agricultural development has been reformed continuously. The grain production has been increased greatly and peasants’income was raised, which the achievements of agriculture development. Besides, the irrigation conditions for agricultural land have been improved and mechanical production has been developed to promote scientific farming, which pushed forward the development of China’s modern agriculture.This paper introduces the concept and development of comprehensive agricultural development and the division and features of its projects. According to the process of comprehensive agricultural development, it demonstrates the operation and capital management of these projects and introduces the related research achievements in foreign countries. Based on the material management modes in this field, this paper discussed the current status of comprehensive agricultural development projects, studies the problems during the periods of preparation, operation, risk management, final acceptance and following management with Tongliao city as an example. With the method of SWOT, this paper analyzes the advantages, disadvantages, threats and opportunities of the comprehensive agricultural development projects in Tongliao Some development strategies are proposed in this paper, that is, to carry out scientific research and open project selection combining the practical comprehensive agricultural development in Tongliao. It is also suggested to guide farmers to participate in these projects and construction, support competitive industries, promote financial management, strengthen risk management, complete supervision system and increase capital investment in order to promote the comprehensive agricultural development in Tongliao city.
