In recent years, the independent innovation is an important strategic policy of national development, and the12th Five-Year Program also made clear that the enterprise shall continue to unswervingly take the road of independent innovation. Innovation is a complex phenomenon and it’s possible that leaders can influence employee performances by different ways in organization. Therefore, it’s necessary to do deep research for complex relationship between leader and employee creativity behavior. The leader often takes an important role in the work, and influences employees’motivation, emotion and behavior all the time. During the daily work, employees experience the most effective and authoritative force is the leader. So it’s a permanent theme in organizational behavior research that how leader behavior influence on employee’s attitude and behavior. Also, the leader is a key and necessary factor to promote enterprise innovation, so it has a particularly meaning to study the influencing effect of leader behavior to employee innovative behavior.The paper studies the mechanisms of transformational leadership background of organizational Chinese culture and employee creativity, and innovation climate and employee creative explores the self-efficacy in therole of in this mechanisms, which opened the "black box" of the mechanisms of transformational leadership in some way. We comprehensively analysis the impact of the organizational factors and individual factors on employee creativity, which is extremely rare in the present study, and the study of employee creative self-efficacy is one of the few.We mainly used the questionnaire survey through the investigation and analysis of380employee, using exploratory factor analysis, confirmatory factor analysis, correlation analysis and regression analysis and other statistical methods, we verified the theoretical model and the research hypothesis. Seven research hypotheses are supported. According to the research conclusion, by two aspects of enterprises and employees to enhance the employee’s innovative behavior put forward reasonable countermeasures and Suggestions, so as to the innovative small and medium-sized enterprise development in the area along the Yellow River in Inner Mongolia to provide continuous power.
