China Telecom Corporation Limited Wuhan Branch (hereinafter referred to asWuhan Telecom) is now at a critical stage for deepening the enterprise strategictransformation. China Telecom during the transformation introduced that make "Be aworld-class integrated information service provider" as the vision of enterprisedevelopment. During the deepening of the transformation, China Telecom will placegreat importance on countryside communication and international communication,actively expand business areas such as Internet application, information andcommunication technology (ICT), video content, mobile communication and so on,based on the advantages of fixed-line telephone and broadband access; become theprovider of telecom all-service, the aggregator of Internet application, and the leader ofthe ICT service for small and medium enterprises; achieve the transformation from thetraditional basic network operator to the integrated information service provider. Thevigorous promotion of the all-service means that it is necessary to introduce a largenumber of talents to develop and service the new market, but how to resolve the problemof lack of human resources under conditions of limited manpower costs of enterprises?Services outsourcing becomes a new path to reduce the cost of enterprise and expand thehuman resources of enterprises.At the beginning of transformation, Wuhan Telecom began to make a large ofstandardized business outsourced. With the implementation by coordinating with otherimportant measures, the strategic transformation has accomplished significantachievements till2010through5years’ transformation. By2012, Wuhan Telecom had3833contract employees,348seconded employees and4172services outsourcingemployees. The proportion of services outsourcing employees has reached49.9%, almosthalf of the employees. At the same time, as the extent of outsourcing team increased, thepast extensive management style has exposed drawbacks gradually. The enthusiasm of the services outsourcing employees drops dramatically, the staff turnover is high, theefficiency is low and there is no sense of belonging for the enterprise. How to improvethe human resource value of services outsourcing employees and then improve theenterprise value has become the most important thing of the human resourcemanagement of Wuhan Telecom. In this situation, how to use performance management,the most important tool of human resource management to motivate employees is worthresearching and discussing.The purpose of this paper is to find a detailed performance management way which isfeasible and accordance with the actual case of the enterprise through the research on theperformance management for services outsourcing employees of Wuhan Telecom, andthen motivate the services outsourcing employees to improve the enthusiasmconscientiously and create outstanding achievement constantly; optimize the careergrowth path of the services outsourcing employees; enhance the sense of belonging forthe enterprise.This paper creatively introduces to set up performance management systemcombining with the particularity of the labor relation of this kind of employees throughanalyzing the existing performance management of Wuhan Telecom and the managementsituations of services outsourcing employees. It also makes feasible operation methodsfor five steps involved in closed-loop management procedures of performancemanagement one by one. At the same time, I have made the investigation and study onbusiness department, where services outsourcing employees account for relatively largeproportion and I have refined implementation plans about the performance managementsystem for services outsourcing employees based on the specialized tasks need to beimplemented during the enterprise strategic transformation of the department.Finally, on the foundation of above research, this paper introduces the performancemanagement methods for services outsourcing employees of Wuhan Telecom.1.Establish the department of management function for services outsourcing employees toachieve the refined management for services outsourcing employees in organizational structure.2. Set up the performance management system for services outsourcingemployees to achieve the performance management for services outsourcing employeesin system.
